Residents who had cam paigned against a controver sial application to create a caravan park in Langho were celebrating after councillors
gave it the red light.
The application for the scheme on land behind the Petre Arms included 21 cara vans, an outdoor play area and
storage unit. Members of Ribble Valley-
Borough Council’s planning and development committee turned the application down on the grounds of the detri mental impact it would have on the village including the school, community centre, church and surrounding ho tels,due to noise and odour pollution as generators would
be used on the site as there are no electricity, gas or water. It was also refused on the
grounds of traffic safety issues as protestors had argued that cars towing caravans would not have a clear view of traf fic exiting the roundabout on the A59 and travelling down Whalley Road as it was close to a bend. They were also concerned about theincreasednumberof
vehicles the site, which could accommodate up to 50 people, would bring to the closeknit
community. Welcoming the decision
Coun. Ged Mirfin said: “This decision was made after a long and detailed debate and it was certainly the right out come for Langho for a host of reasons including the impact a development of this nature would have on residents, busi nesses and the community.” Several people who had ob
jected to the scheme attend ed the meeting and watched proceedings from the public gallery. They had claimed to have
evidence that the true nature of the application was not a recreational caravan site but a permanent/semi permanent site for travelling people and they argued that this falls out of the terms ofthe application. Villagers were also wor
ried that the site would ac commodate in excess of 50 people, many of whom would have vehicles, and this would have a major environmental and health and safety issue. They also argued that Langho was not a tourist area so would have no benefit to the village. The application had been
recommended for approval but was withdrawn at a pre vious planning meeting as officers had asked for more in formation about the scheme.

130 homes plan for Henthorn Road given the go ahead
Clitheroe is to get another 130 hew homes. The development at
Henthorn Road is to in clude a mix of two and four bedroomed properties and 12 of these include two bed apartments. Around 40 of the pro
posed properties will meet Ribble Valley Council’s ob
jective of providing on-site affordable housing. The scheme was given the go ahead initially two years ago and since then the final details have been thrashed out between the developer and those interested in the scheme. Nearby residents had ob
jected to the new homes on a variety of grounds includ ing a potential loss of privacy and also the fact that many of the existing homes in adja cent Kenilworth Drive would directly face the gable ends of the new homes and this would result in an overbear ing impact and loss of light. Concerns were also ex
pressed about the issue of speeding in Henthorn Road
and town councillors have asked for a 2omph condi tion to be imposed on deliv
ery drivers. The developer, Story
Homes, has agreed to incor porate bungalows into the scheme to improve the visual appearance of the site. A “central green” area
will also be created as
a.pub- lic open space within the de velopment with significant landscaping and hedgerow planting. The area will be designed to give pedestri ans equal priority to vehicles which act as a traffic calming measure. Other measures in place to improve the appear ance of the site include re locating front parking plots to rear courtyards to mini mise the dominance of cars on the street and re-arrang- ing some of th plots to give more distance between the properties. There will also be landscaping and a shared pedestrian/cycle footway. Access to the homes will be by single road and the estate will be made up of court yards and cul-de-sacs.
