New plan launched to boost area’s recycling

COUNCIL bosses are moving towards launching a new three-stream waste col­ lection service in the Ribble Valley. The move is designed to ensure that house­


holders recycle more of their waste. Ribble Valley Borough Council is working


in partnership with other Lancashire author­ ities to provide a sustainable long-term solu­ tion to dealing with the waste produced in the county. Under the council’s plans, a container-


based system would see each household pro­ vided with up to three boxed or wheeled bins, in which waste would be stored prior to col­ lection. One will be for non-recyclabes, one for gar­


den waste and one for recyclable goods, such as glass, cans, plastic bottles and paper. There will be a weekly collection of general


waste. Garden waste and recyclables will be collected fortnightly, but on alternate weeks. The sum of £178,000 has been allocated to


Ribble Valley through funding from Defra 3’s waste partnership bid to be spent on the recy­ cling project. Ribble Valley Council’s street scene manag­


er, Mr Graham dagger, says it is important that people start recycling more. He added: “We simply cannot continue


putting waste into landfill and it is important that we find the most sustainable, practical and affordable way of collecting and divert­ ing waste through recycling and composting. “There are around 25,000 properties in the


Ribble Valley and over 24,000 tonnes of domestic waste is produced in the area every year. “It is the council’s intention to recycle and


compost 58% of it.” Between now and when the new arrange­


ments are introduced, officers will continue to accept feedback to determine support for the scheme. Although alternate week collections in neighbouring authorities have provoked uproar with many people complaining of rub­ bish festering outside their homes, Ribble Val­ ley is determined not to go down that route and is in support of a weekly collection for non-recyclables. Earlier this year, council offi­ cials distributed a questionnaire to 400 local members of the Citizen’s Jury encouraging responses. The consultation period has now ended. Commenting on the feedback, Mr dag­ ger said: “Concerned people have responded to things that they have heard. We are cur-


rently collating responses from the surveys, which will be discussed at Ribble Valley’s Community Committee meeting on Tuesday, November 1st. “Whilst there have been a lot of horror sto­


ries in nearby towns, the results have been very successful with Pendle Council recently winning a Green Apple Award.” “The Government wants local authorities


to recycle their waste through the domestic waste stream, it is therefore vital to change public attitudes to waste and encourage the separation of waste at source. “The recycling targets set by the govern­


ment are very ambitious, however achievable. Through our existing paper and green waste, we are very successful and wouldn’t be with­ out the commitment of people who continue to recycle. “V/e have to start recycling more. We are


going to go down the three-stream waste col­ lection route - it is now just a matter of how we do it.” Mr Jagger added that the issue of what type of containers should be provided and the exact sites of the collection points will also be discussed at the forthcoming meeting. dos were recruited by their father, Simon Barnes, in his quest for a range of Harry Potter- inspired ice cream flavours. Simon is proprietor of


Bashall Barn farm shop and cafe, at Bashall Eaves, where the new flavours will be launched on Saturday. Becky and Joe jumped


at the chance to put their Harry Potter knowledge to the tes t when their father decided to give his award-winning ice creams a wizard new taste to coincide with the eagerly- awaited release of the new film, “Harry Potter and the Goblet of Fire”. He knew most of the


characters himself, having read all four of the J.K. Rowling books to Becky (nine) and Joe (six) at bedtimes, but decided to hand over the creative reigns. Simon said: “Becky and


Joe have previously come up with a Cherry Lip flavour - which I was dubious about at first - but it tasted fantastic and was a big seller. “I needed inspiration


for Harry Potter-style flavours and their enthusi­ asm for the subject is boundless, so we make a great family team! There has been huge excitement


from all involved about the new flavours and we can’t wait to share them with fellow Harry Potter fans.” The mouth-watering

MP’s call for CAP reform


RIBBLE VALLEY MP Nigel Evans has called for “a complete reform of the Common Agricultural Pol­ icy”. Speaking to the Council


of Europe, he said the cur­ rent policy was “not work­ ing for our farmers”. “Out of a Euopean


budget of 110 million, half of this is given to CAP, but so much of it is swallowed up by bureaucratic middle­ men and not going to those who need it most - our farmers,” said Mr Evans. “We have the ridiculous


situation that it costs 18 to 23p per litre to produce milk, but this is then being sold below cost. Farmimg incomes have declined since 1995 by 60% and the workforce has declined by 15% over the same period. It is now very difficult to attract new young entrants into farming as they see better prospects in other industries. “We have to look to


make subsidies better tar­ geted so that they directly assist our most hard-up farmers and continue to look at some subsidies throughout the European Union th a t need scrap­ ping, such as the produc­ tion of tobacco.” Mr Evans added: “CAP


is doing no favours for our farmers, but it is hitting hardest the farmers of the developing countries and the dumping of products from the European mar­ kets onto theirs is making things even worse.”

Carter, together with Catherine Anderson, Lisa Benson and Lisa Winstan- ley are planning a fund­ raising night for mid November to help collect cash for their former college friend Catherine Kearnej'. A former pupil of Myer-


scough College - where she met Rebekah, Catherine and the two Lisas - Cather­ ine (24) was diagnosed with a malignant brain tumour in 2003. Since then she has undergone extensive treat­ ment and most recently decided to use a holistic approach available through a private clinic in Winches­ ter. The supplements she has been recommended to take cost £500 a month. Now her friends are plan­ ning a fancy dress disco to raise £1,000 towards Catherine’s treatment. They are hoping to enlist the help of Clitheroe busi­ nesses in providing raffle prizes and donations towards a buffet. Anyone wanting to help
