Village Cubs flying high
CUBS from Ribchester were flying high when they visited the Bow- land Forest Gliding Cub in Chip ping to learn about flying as part of their air efforts to obtain the activ ities badge.

Police will crack down on firework hooligans

HOOLIGANS caught misusing fireworks in the run-up to Bonfire Night will be hit by an on-the-spot fine of £80. The move is part of a new legislation, which
has given police officers and police communi ty support officers (PCSO) powers to hand out the instant penalties in a bid to clampdown on fireworks nuisance. The powers will also enable officers to seize
fireworks and make arrests for certain offences. Insp. Bob Ford, of Clitheroe police,
explained that in the run-up to November 5th, police usually receive calls about firework nui sance.
Complaints range from noise nuisance to criminal damage and injury being caused and
Newlyweds’ kind actions
for charity CLITHEROE newlyweds Christopher and JuUe Lee thought of others before themselves on their big day and raised more than £1,000 for charity. ' The kind-hearted cou ple, pictured, of Little- moor, tied the knot in Bar bados last month, but instead of presents they asked family and friends

along with their 10-month- old son. Jay, were accom panied by 18 family and friends during their two- week holiday in Barbados. On return to Clitheroe,

they held a celebratory party a t the town’s rugby club to continue to raise funds that will help to pay for vital research into the condition.
The duo did not miss

he hopes that the fines will prevent unruly youngsters from harming themselves and oth ers between now and Bonfire Night. He commented: “We will be adopting a
robust approach to any offence involving fire works. “These powers will hopefully clampdown on
troublemakers misusing fireworks. “I ask that people heed the legislation, to
help prevent injuries, nuisance and complaints. We will prosecute anyone committing an offence with fireworks.” Under the rules, it is an offence to discharge
a firework in a street or public place within 50ft. of a highway.
The Fireworks Act 2003, which was intro
duced to reduce problems with fireworks, also makes it an offence to use fireworks anywhere after 11 p.m.
I t is also an offence to supply fireworks to
any person under the age of 18 and police will be swooping on retailers and may carry out covert test purchases with trading standards officers. Insp. Ford added; “Youngsters under the
age of 18 cannot possess fireworks under any circumstances and we will use the new powers to the full.” In the meantime, one of Clitheroe’s commu
nity beat managers, PC Cliff Woodcock, is coordinating the operation and all officers across the borough will be briefed and tasked to give, maximum attention to fireworks offences. If anyone has information regarding the
unlawful possession or sale of fireworks, they can leave a message for PC Woodcock on 458726, or can contact him via 01200 443344.
New Internet service for village library
A LIBRARY in the Rib- ble Valley is hosting a new 24 hours, seven days a week, Internet service - thanks to exciting new computer technology. Chatbum is one of only

10 libraries nationwide chosen to pilot a project to explore how wireless Internet access WiFi can help ru ra l communities access broadband services. By installing WiFi
"hotspots" a t selected libraries,
Internet
browsers can use their own wireless laptops and PDAs - Personal Digital Assis tants - both in the build ing, and over a 50-metre radius. When the library is
closed, "surfers" can log on from the car park, or use a picnic bench in the grounds, to explore the worldwide web.
. Chatburn has two lap tops and PDAs which adult library members can borrow out of opening hours. The service is an exten
sion of the Lancashire People's Network project, which gives free internet access from traditional PCs in every county library.
The Museums Libraries
and Archives Council has joined forces with the Department of Trade and Industry and Countryside Agency in the £60,000 pilot to help rural commu nities link up to internet. Lancashire County
Council Cabinet member for Cultiual Services and Communications Marcus Johnstone said it was an exciting opportunity to
experiment with new tech nology.

Meeting will discuss new licensing act
RESIDENTS and busi nesses in the Ribble Valley are invited to a public meeting about fundamen tal reforms to licensing laws. The licensing act, which
comes into force in Febru ary, will have a huge impact on the way licens ing functions are handled, including how public hous es are run. Laws relating to alcohol,
public entertainment, cin emas and theatres are to be repealed. The new Act will mod
ernise legislation govern ing the sale and supply of alcohol and place sole responsibility for licensing on local councils. At the moment, pubs
close at the same time, but the Government wants a more continental culture with staggered opening and closing times. However, critics claim
people will gravitate towards pubs which are open the longest, exacer bating Britain’s binge drinking culture. Ribble Valley Council’s
director of legal services, Paul Timson, said: “Premises th a t want to operate the same way will simply apply for a conver sion licence, but local authorities could face applications from premis es wanting to become
mini-nightclubs. “Such applications will
be determined by public hearings in the council chamber where residents and licensees will be able to have their say.
“Our first task as the
licensing authority is to produce a licensing policy and it is vital that local businesses and residents contribute to it.
“The public meeting
will give people a chance to have their say on what is the most fundamental reforms to licensing law in over 200 years.” The meeting will take
place in the Ribble Valley Council Chamber in Church Street, Clitheroe, a t 7 p.m/. on Tuesday, October 19th. Copies of the policy can
