would be to condemn it . to a slow and agonising
decline." There were six votes
for the application and , five against, but it will now be on hold until legal agreements regard ing some features are signed. Then the Chief Executive will approve it on behalf of the council. The bus depot site's
inclusion of 13 two-bed room homes and 11 with three bedrooms, plus high design quality, endorsed by the officials, pleased some councillors. But several comment- -
ed on the three-storey aspect, although others pointed out that these buildings would still be four feet lower than the bus garage. An officials' report
emphasised that the plans showed more than twice the minimum den sity of homes per acre recommended, so help ing meet small home needs. But councillors felt this was over-inten sive use of the site. Coun. Dyson said
that the plan was a great improvement on the bus garage. "But suddenly we rush into a three- storey development and so many homes there is over intensive," he declared. All members except
one voted against the plan.

Barn conversion ban to cut new Valley homes?

Council, as previously reported, is updating its overall plan for the area. One of the basic fundamen tals of its approach is that local authorities are expect ed to ensure that the hous ing requirements of the whole commuity are met - including those in need of affordable or special needs housing. Sound evidence from a
housing needs survey shows that there are many local people who are or will be looking for a new home well below the cost developers prefer to put up. The way things are going,
the authorities as a whole - the borough council influ
enced by the county council and the Government - will over the next few years
restrict new houses to previ ously used factory or simi lar sites, stop barn conver sions (which are classified as greenfield, not brown field) and make sure as much new building as possi ble meets Government ideals. These include communi
ties of mixed house types near bus and train routes with schools not too far away and ample open and recreational spaces. Public health, crime prevention, community safety and pedestrian convenience will all have to be taken into account. The full picture is avail
able in the council's latest public consultation docu ment, on which comments are invited.
