Council, as previously reported, is updating its overall plan for the area. One of the basic fundamen­ tals of its approach is that local authorities are expect­ ed to ensure that the hous­ ing requirements of the whole commuity are met - including those in need of affordable or special needs housing. Sound evidence from a


housing needs survey shows that there are many local people who are or will be looking for a new home well below the cost developers prefer to put up. The way things are going,


the authorities as a whole - the borough council influ­


enced by the county council and the Government - will over the next few years
