Basil Bean, said today, “The pick up in levels of UK housebuilding activ­ ity is very encouraging and p ro v id e s further evidence of recovery in the housing market. “Thanks to improving


levels of consumer con­ f id e n ce , the lowes t mortgage interest rates for over 20 years-and re co rd le v e ls of new home affordability, the prospects for sustained growth in the new h ousing market over the coming y e a r are now the best for some time. “However, there is still


a long way to go. Total housing starts last year were virtually the same as .in 1995. The indus­ try will need to. se e a furthe r 12 months of growth before declaring the h o u se b u ild in g recession over.”


THE results of the HBF monthly survey of housebuilders show a dramatic rise in con­ cern about land prices and planning delays during the last year. Surveyed in Decem­ ber, 71 per cent of respondents said that planning delays were a major constraint on


output. Land availability was identified as a major constraint on output by 66 per cent of - - '


respondents in December 1996, compared with 46 per cent in December 1995. • Eighty per cent of respondents said that land prices had increased over the previous


three months, whereas only 18 per cent said the same in December 1995. As a result of this, a rising proportion said they had inadequate levels of completed


stock to satisfy anticipated demand for houses over the next few months. This stood at24percentin December 1996 compared with 11 percentin December 1995.


HFB president David Hollandsaidthatthe results underlined the vital importance of making improvements to the efficiency of the planning system, removing the many delays now encountered by housebuilders.
