Grandad dies in three-car crash

A BILLINGTON man who suffered serious head inj­ uries in a three-car smash has died. Heating engineer

Derek Waller has also urged the borough council to work towards the integration of transport poli­ cies in order to get people back on the buses. “Otherwise, we will simply have a

ing a t a future meeting how the council proposes to deal with the wider aspect of its traffic manage­ ment problems.” His comments came at a meeting


of the full borough council on Tuesday, when members heard from Coun. Frank Dyson (Clitheroe), chairman of the Plan­ ning and Development Commit­ tee, that the intention was to con­ tinue to debate the issue, although


there was no easy answer. Coun. Dyson also reported on the


success of the scheme so far, saying that receipts for car parking for the f irs t two weeks had totalled £4,486, and that the sale of annual permits had, so far, raised £5,000. “We are getting greater use of car


parking slots — and people who come into the town to shop are saying that they are not having to drive round and round,” he said. On a lighter note, he pointed out


that there had been a number of “distinguished people” issued with penalty tickets for failing to pay charges, although he could not


“name any one of them — even if you asked me”. In his statement about traffic


management policy, Coun. Waller explained he had been “one of the much-maligned councillors who voted for the introduction of car parking charges.” He said that the catalyst for the


move was last year’s local budget problem, but the Government was also about to penalise the council for not charging and there were other longer-term reasons for what was an inevitability, including two overriding points:
