Bellman: vital issues have been side-stepped
I DO not share Mary Gysbers’ v iew o f th e B e l lm a n Q u a r ry proposals, but I do admire the th o ro u g h n e s s with which she re s e a r ch e s a complex planning application before mounting her a tta ck upon it. In addressing the detail she is, how
ever, side-stepping some fundamental isues which I and the other employees whose livelihoods depend upon this application believe are highly relevant, namely: © If she feels that Bellman is not the
right source for new reserves, then can she please identify an alternative which is both viable and environmentally
acceptable? © In the absence of such a solution is she prepared to see Ribblesdale
Cement Works close? © Does she recognise the devasta tion which that would cause to the
area? Our estimate is that, in addition to
the *120 jobs lost directly, a further 1.200 depend upon the works indirectly
and a total of around £15m. is contri buted to the local economy. I would be the first to agree that
there has to be a balance between the need for minerals (which we all help to
generate) and the need to preserve all that is best about our environment. The new proposals for reopening and
extending Bellman Quarry are very dif ferent from those which have gone before and, in my view, strike that balance. The detail is, nonetheless, open for discussion and Mrs Gysbers* contribution to the debate is welcome. The issue of a new kiln at Ribbles
dale is a red herring. The oldest of the three kilns at Ribblesdale dates from the late 19(S0s, but there are several in this country which date from the last war and are perfectly serviceable. The company’s commitment to Ribblesdale is not in question — but it cannot main tain that commitment without further reserves of limestone.

No time to be complacent
T H E R E is no doubt th a t R ib b le V a l le y C o u n c i l i s o u t o f control. By its latest, ludicrous,
plans to develop the castle and grounds, with 25% funded by the ratepayers; the remaining council managers have shown how divorced from reality they are.
The Chief Executive is
on his way (golden hand shake assured) and the post is to be advertised. May I offer some advice to him and other members
who remain — don’t try to enter industry — you will not last long enough to draw your firs t salary
cheque. To our elected council
lors, I suggest that they stop their petty political posturing and get on with the job they were elected to do; look a f te r the interests of the electors. It is for them to make deci- s io n s , not th e paid officials. Writing of payment
show a saving of £25,000
per year. I was amazed at the lack
of public response when the details of the castle plans were advertised. This is no time to be com placent. I t is our money they spend. One final thought, do we
still have a Civic Society? P e rh a p s , on second thought, they are too busy having coffee evenings to study and comment on plans.
reminds me that if our councillors waived half th eir allowances, that would

WHY ALL THIS WORK?
FU R T H E R to previous le t te r s about Bellman Quarry, i t would appear th a t Castle Cement either has a hidden agenda for Bellman, o r h as a lre ad y b e en informed th a t it will ge t the planning per mission which has not y e t been discussed.
Either way it has recently devoted considerable time, effort and, one pre
sumes, money, to cut back the vegeta tion on the sides of the quarry service road and to remove all the obstacles to traffic that were placed there during the last few months. The service road is now wide enough
for two large lorries to meet and pass without hindrance except in the area of
the tunnel. I f Castle Cement is serious about
wanting public support and under standing it should not get caught acting
secretly. Castle Cement pays lip service to the
environment and the well-being of the local populace. Let the company put its money where its mouth is. Let it deposit a large, six figure sum in a spe cial account. Then if the company reneges on its duties to the population and environment the council will have the money to do what is necessary. If Castle does meet all the requirements
it can have the money back with interest when the quarry is closed, and all the landscaping complete.

Litter is ruining our beautiful surroundings
I AM a Ranger Guide a n d am c u r r e n t l y working towards my
Queen’s Guide Award. Part of this award chal
lenges me to look at an issue which affects the local community.
One day, as I arrived back into Clitheroe on the
train, I noticed a large amount of litter around
the station and it made me wonder how big a problem litter actually was in the area. Therefore, I decided to conduct a survey over a period of three months to assess the extent of the problem.
I decided to concentrate
the survey on the footpath between the platform exit
and the railway bridge and I also surveyed the road under the railway bridge, as these are the areas peo ple alighting from the train see first. I decided to record the
amount and type of litter. Results revealed some thing of a litter problem in the area. Not only was there a large amount of lit ter, but there were also signs of vandalism, nota bly on the “Welcome to Clitheroe in the Beautiful Ribble Valley” sign.

From my survey, I
decided that three simple steps could be taken to combat the litter problem. Firstly, more litter bins
are desperately needed as currently there are none between the station exit and the railway bridge. Secondly, regular street
cleaning of the path and the road under the bridge is vital if the litter prob lem is to be kept to a mini mum. This would be espe cially useful i f it was carried out on a Tuesday e v e n in g o r d u r in g Wednesday, as from my survey, 1 found that Tues
day, being market day, tended to generate more litter than other days. . And finally, a massive

An evolving world
I HAVE lived to see this country change from one of blind obedience to a u th o r i ty to one o f
suspicion. Children today are more
streetwise than we were. We older people look upon them as being naughty and of having no respect for their elders, but take another look. There is love and kindness there. After all, they are building a new world with a more open society by not being afraid to ask questions. I think it is called evolution, and thanks must go to people all over the world, like “T.C.” and “Aquarius" who ask questions on our behalf.
