C

old one. Mr Hopkins* graceful will

ingness to take part in the council’s money-saving

exercise has presumably made a substantial contri

bution to that effort. If he were a different kind of man and had refused to go voluntarily, who knows what i t would have cost Ribble Valley ratepayers to replace him with someone cheaper. The question is whether it was right to offer him such generous terms in the first place. For years we have been bombarded with claims about the success of the Government’s manage ment of the nation’s econo my, but it turns out that the Ribble Valley cannot afford to pay a salary today which was deemed suitable

j seven years ago. What has gone wrong? Is it misman agement on the part of Ribble Valley Borough Council or have we been misled by the Government? Or is the Government hugely successful national ly, but somehow leaving local government in the lurch? Of course, Mr Hopkins

was hired in the palmy days of the late ’80s, when the Conservative group ran Ribble Valley. Since then the party has lost control of the borough, and most other local government in the British Isles, so maybe members of the Cabinet

ITIZ EN S of the Ribble Valley will wish borough chief

are not so worried about the reputation of the party

in the shires. One thing seems reason

ably clear. Since, as Conser vative leader Coun. Chris Holtom made clear in this newspaper last week, they were in control of the coun cil until May of last yean the vast bulk of the present problems and the reason for Mr Hopkins’ departure must lie a t their door, nationally or locally. And while we are talking

about Coun. Holtom, he keeps on referring to "cus tomers”. Call me old fash ioned but, where my bor ough council is concerned I like to think of myself as an elector and a ratepayer. I , and my fellow citizens, elect the councillors and collectively employ the borough’s staff. Calling the citizens of the Ribble Val ley “customers” is ju s t rhetoric but it is a symp tom of a philosophy which has given us the privatised utilities, organisations where the chief executives seem singularly unwilling to fall on their swords in the helpful manner dis played by Mr Hopkins. If the Government is indi

rectly responsible for affairs in the Lubianka of Church Walk, it is certain ly responsible for the state of affairs which has led to a family having sold its home and business to support their son’s Olympic aspira tions. When our athletes came

back from At lan ta, we heard a rash of stories of how much taking part in the games had cost them. For example, the Ribble Valley’s equestrian com-

netitor, Joanna Jackson, ?ame back with a £ 2 500

overdraft as the price of the honour of representing her We immediately had excit

ing statements from the Prime Minister and vari ous members of the Gov ernment about the effort

which would be made to ensure that Britain did bet

ter next time. I do not remember any suggestion th a t people who had already made sacrifices should be helped and, clearly, people like the Heyes cannot wait for these promises to be ful filled. Young athletes can not stop their training pro grammes while ministers work out how they can milk the lottery fund to finance their promises. This could be a good news

story for the Government, rescuing a little feel-good factor from the ashes of the Olympics, but it looks as though it would rather talk about it than do anything. I t is back to this business

of slogans again. Do politicians have any

idea of how i t makes us feel, to be treated as fools, continually being told one thing while the evidence of the contrary is everywhere

around us? Tony Cliff

FAMOUS FIVE PROVE A HIT WITH RACHEL

dren even though they depict a way of life far removed from the modern scene. Today’s parents and

T

grandparents, who devoured the Enid Blyton adventure stories in their childhood, had more in common with the carefree Five of the post-war period. Unlike today’s kids, the storybook characters have unlimited freedom to wan der off across the fields far away from the prying eyes of grown-ups. Surprisingly, today’s

youngsters can still indenti- fy with the spirit of the Five, even though they recognise that the adven turers, who know nothing of such things as computer games and traffic-choked roads, belong to another age. Seven-year-old Rachel

Stafford, pictured above, of Kemple View, Clitheroe, our Junior Reader of the Month, is a Famous Five fan. She derived great enjoyment from reading ‘Five go to the Mystery Moor” and reviewed the book in her bid for the title. A spokesman for Lan

cashire County Library Service said: “Enid Blyton

books have never gone out of fashion. We’re lucky at Clitheroe in having a good selection and are pleased to say that loads go out every week.” Rachel, a pupil at Brook-

side Primary School, is a Brownie with the St Paul’s Church pack, a member of the gym club at Roefield Leisure Centre, and enjoys pony riding. In her review, she focused on the activities of tomboy

young people in the Ribble Valley, Pendle and Lan caster. The project, which has been launched by the Com munity Council of Lan cashire, will enable young people to identify and express their ideas and experiences, using drama,

George —probably every Blyton fan’s favourite char acter. She rounded off her review by stating: “I liked

the book because if gives a lo t of detail about my favourite character. I like George. I like dogs and I like books.” Rachel, who has a brother,

Paul (10), is the daughter of postman Mr Robert Stafford and his wife, Lorna, a secretary at Clitheroe Hospital.
