Gould booked into the Swan and Royal Hotel, C a s t le S t r e e t , a n d intended working on a building site in Rlaekpool, where he was hoping to employ three people. Gould (2d), now living at


Whalley Road, Clitheroe, had promised to pay fol­ ios board and lodgings on a weekly basis. Despite being asked for the money on several occasions, none was for th com in g and Gould was asked to leave after four weeks. The manager o f the


hotel, Mr Mark Hutton, contacted the police and Gould was later arrested. In mitigation, Mr David


Parkinson told Clitheroe m a g is tra te s that the Rlaekpool contract had fallen through and when Gould had seen the bill for his accommodation, he realised it was too much for him to pay. T h e r e had b e en a


recpiost for compensation, but Gould had gone to see his parents in Hast Sus­ sex. They had lent him money and he had now paid tlie bill. Gould, who admitted


deception in inducing a creditor to wait for pay­ ment of £12f>, was fined £11111 and ordered to pay £20 costs.

tious issues when the proposals were brought before Ribble V a l le y ’s Finance and General Pur­ poses Committee was that adjustments would no lon g e r be shown in a separate line. In a report to the com­


mittee, chief financial officer Mr John Hunt said that too many charge- payers assumed these were entirely attributable to collection of shortfalls and attempted to withhold payment of this element. “Adjustments must con­


tinue to be accounted for, but the effects of forecast shortfalls, anticipated register movements and standard charge revenue may all now be subsumed- witliin the borough coun­ cil’s expenditure,” said Mr Hunt. That means that the


adjustments would look like the expenditure of the Ribble Valley Council and this certainly did not go <

The clerk reported that the probation service had pur­ chased a mulching machine and had offered to supply frequent bags of mulch. It was agreed that a donation of £20 be made towards the cost of the machine. Mrs Rarker, head of

handed over letters of complaint regarding the condition of the hedge on Whalley Road/Fountains Avenue. The county divi­ sional surveyor had told the clerk that, in his opin­ ion, the hedge was not overgrown by any signifi­ cant amount. He also indi­ cated that the responsibil­ ity for cutting the hedge w a s w i th th e lan d owner/tenant. The clerk was asked to


contact the divisional sur­ veyor and the land owner to enquire what steps are been taken to trim back the hedge. Difficulties had arisen in

planting schemes was received from Kibble Val­ ley Council. The areas in Simonstone which are to be planted with bulbs are the parish garden and the grass below The Stork Hotel garden. A planning application


to infill the old railway cutting on Simonstone Dane for agricultural use has been refused by Lan­ cashire County Council. The Parish Council is to


ask Lancashire County Council for signs to be erected at the entrance to the v il lage requesting motorists to drive care­ fully.

tion has been judged and four winners have been selected. Winning paint­ ings are to be displayed at the back of the church. It was reported that a
