SHAPING TRANSPORT POLICY | POLICY & FINANCE
as a low-carbon energy source, global transport volumes are expected to increase. This growth demands improved infrastructure and internationally harmonised regulations to prevent bottlenecks.
● Denial of Shipments: Some carriers, ports, and governments decline to handle radioactive shipments due to perceived risks or regulatory burdens. Overcoming these barriers is particularly critical for medical isotopes with short half-lives.
● Regulatory Harmonisation: Fragmented national regulations can delay shipments and increase costs. A unified global regulatory approach is essential to safe, efficient international transport..
To address these challenges, WNTI is developing an ambitious strategy for the period 2025-2030. The strategy focuses on building partnerships, shaping policy, and strengthening societal trust. A key priority is the continuation of WNTI’s
collaboration with international organisations which are essential for influencing policy and standards development. WNTI plans to further expand its relationship with the IAEA to coordinate efforts in addressing these challenges. WNTI also aims to establish new partnerships with
organisations such as the International Commission on Radiological Protection (ICRP), which is currently reviewing its system of radiological protection. This collaboration will ensure that the transport industry remains aligned with the latest scientific and technical advancements. Additionally, WNTI is looking to enhance its engagement with the OECD Nuclear Energy Agency (NEA) and explore partnerships with other organisations linked to the transport and use of radioactive materials in healthcare and industrial applications. Beyond partnerships, WNTI is committed to producing authoritative guidance, position statements, and industry standards. These publications will address key policy challenges and provide practical advice on implementing best practices. Furthermore, WNTI will continue to represent its members at industry and policy forums, ensuring that their perspectives are heard and integrated into decision-making processes. A highlight of WNTI’s future activities is its first World
Nuclear Transport Conference. This year’s theme is ‘Navigating the future: Powered by nuclear, delivered by transport’. Scheduled for 25–26 November 2025 in London, UK, the event will bring together industry
leaders, policymakers, and other stakeholders to discuss the most pressing issues. The conference is divided into four sessions:
● New technologies and applications: Floating Nuclear Reactors, Small Modular Reactors, and the transport of novel fuels and materials.
● Future of transport standards & regulation: Evolving regulatory frameworks, cross-border liability, and adapting standards for emerging technologies.
● Sustainability and skills: Decarbonising nuclear transport, climate-resilient logistics, and building the workforce of the future.
● Making it happen: Tackling social license, infrastructure challenges, and integration of new fuel types and technologies.
The second session of the conference, Future of
transport standards & regulation, for example, will focus on identifying the necessary revisions to existing frameworks, the development of new standards and regulations, and issues related to liability and insurance. As technological advancements reshape the industry, standards and regulations must evolve to address emerging risks and opportunities. The session will also explore the critical importance of harmonising international regulations to facilitate global supply chains while ensuring the highest standards of safety and security. This conference represents a unique opportunity
for stakeholders to collaborate on shaping the future landscape. By fostering dialogue and sharing expertise, WNTI aims to drive meaningful progress on some of the most complex challenges facing the industry. The output of this conference will feed into WNTI’s Forward Work Plan ensuring that any identified challenges are promptly tackled The future of the nuclear and radioactive material
transport industry depends on collective action and a shared commitment. Together, we can address the challenges of today while preparing for the opportunities of tomorrow. Forward togther, safely, securely, sustainably. ■
