PROCEDURE (PIP) TRAINING SEMINAR, 11 AND 12 SEPTEMBER
POST INCIDENT
PIP is a tried and tested method of achieving best evidence when an appropriate incident has occurred. A PIP is called everyday somewhere across the 43 forces of England and Wales, and that frequency is why Fed reps are the acknowledged experts in this area; experience breeds expertise. The importance of following the PIP process correctly and not missing a beat cannot be underestimated, making sure officers are both legally protected and fully supported throughout the process is a vital part of the work of a Fed rep.
WHAT IS A PIP? A PIP (Post Incident Procedure) should be called when there has been a DSI (Death or Serious Injury) caused, (or may have been caused), to a member of the public as a result of police action or inaction. It is the proven way of achieving best evidence, tried and tested by every court in the land. It works, and PIP trained Fed reps are acknowledged as subject matter experts.

There is always a degree of apprehension when a PIP is declared, especially when an official “non conferring” notice is issued and the Fed bring the solicitors in, but remember, you can only be involved in a PIP if there is no allegation of a breach of professional behaviour or criminal allegations. PIP is for witnesses not suspects.
WHO DECIDES A PIP? Often Gold Command, in conjunction with the on call Post Incident Manager (PIM), and sometimes the on call Fed rep, will have a conversation. Ultimately though, the decision is the Gold Commander’s to declare a PIP or not.
WHAT HAPPENS AT A PIP? The first thing that should happen once a PIP has been declared is that a non- conferring notice is given to the relevant key police witnesses (KPW’s). This does not mean that you cannot talk to your colleagues, merely you cannot talk about
the incident that has resulted in a PIP being declared. You will be taken to a designated
station or PIP suite where the process will take place. Your Fed rep will already be arranging legal representation. After the non-conferring notice, the PIP process is essentially broken down into four stages, three of which are undertaken on the night, namely a situation report, the basic facts, and a brief account from the KPW’s. The fourth stage is a comprehensive statement taken after at least 48 hours of rest (two sleep cycles); your full account will be arranged in conjunction with your Fed rep and legal representative. You ought to have disclosure of all relevant material before doing so.
Remember if the is any allegation of wrongdoing a PIP process should not be called. If in doubt call your Fed rep.
