TRANSPORT FOR LONDON ULTRA LOW EMISSION ZONE IS EXPANDING ON 25 OCTOBER 2021
Important information for PHV drivers from TfL states that the Ultra Low Emission Zone (ULEZ) is expanding in October. TfL said: “Despite recent improvements in air quality, toxic air pollution in London remains the biggest environ- mental risk to the health of all Londoners, harming our lungs, and worsening chronic illnesses such as asthma, lung and heart disease and putting the health of our children at risk. “Air pollution is not just a central London problem, with many areas still exceeding the legal limits for pollution across the city. That is why from 25 October 2021, the ULEZ is expanding up to, but not including, the North and South Circular Roads to help clean up
London’s air.” Private hire vehicles (PHVs) From 25 October 2021, the ULEZ is expanding from central London to create a single, larger zone up to, but not including, the North Circular Road (A406) and South Circular Road (A205) PHV’s that do not meet the emissions standards and are not wheelchair- accessible must pay the full ULEZ charge to drive within the zone. Designated wheelchair-accessible PHVs will be granted a grace period until 26 October 2025 - during this period designated wheelchair-accessi- ble PHVs used to carry out a private hire booking will be exempt from the ULEZ daily charge.
These vehicles will only be exempt when carrying out a private hire booking for a TfL-licensed PHV operator. At all other times PHV owners will have to pay the charge if their designated wheelchair-accessible PHV does not meet the emissions standards and is not in the disabled or disabled passenger vehicle tax class. GREATER MANCHESTER CLEAN AIR PLAN AGREED BY ALL TEN GM LOCAL AUTHORITIES
The Greater Manchester Clean Air Plan has now been agreed by all ten Greater Manchester local authorities. This includes the introduction of a government directed ‘Category C’ charging Clean Air Zone from 30 May 2022, with temporary exemptions for hackney carriage and PHVs licensed in Greater Manchester until 31 May 2023. Vans and minibuses, as well as coaches (subject to application) are also exempt until this date. Work is well underway to prepare for the introduction of the zone, with the first ANPR cameras now installed, and a Financial Support Scheme due to launch in November. Clean Air Zone road signage will start to be installed from October in Greater Manchester and in local authority areas on the approaches to the CAZ. During the original public consultation last year, two issues were identified in

the feedback which now require further consultation. A six-week public consultation has now launched and is asking for feedback on the inclusion of: • sections of the A575 and A580 at Worsley in the charging scheme
• M1/ M1 Special Purpose vehicles with a body type of ‘motorcaravan’ within the charging scheme
Feedback from the 2020 consultation identified that due to DVLA vehicle categories, some motorhomes would be charged to drive within the GM Clean Air Zone and some wouldn’t. The proposed inclusion of non-compliant M1 / M1 Special Purpose vehicles with a
body type of ‘motorcaravan’ within the charging scheme would ensure that all vehicles with a motorcaravan type body, which may look similar and have similar levels of emissions, will be treated equally. The proposal to include the A575 and A580 at Worsley in the Clean Air Zone is a minor modification to the Clean Air Zone. The roads were only previously excluded due to issues with signage in this area, which have now been resolved.
