licensing, and membership is not just limited to local councils as many members of the trade assume. The IoL is a broad church organisation which has membership not just with licensing authorities, but also amongst the trade, suppliers and the legal profession aiming to bring stakeholders together in order to discuss licensing related issues, increase knowledge and build best practice.
The IoL is a professional body that represents anyone with an interest in licensing, and as every member of the taxi and private hire trade will either be required to hold a licence or work with someone that does, every member of the trade must therefore have an interest.
In order to do this, the IoL produces a number of publications: the quarterly LINK (Licensing Information News & Knowledge) which is a magazine that does what is says on the tin and provides information, news and knowledge about all things licensing; and the more ‘legalistic’ Journal of Licensing which is produced three times a year and contains the latest legal information, case law and opinion on licensing matters. Both publications are sent out free to members.
In addition members are able to attend regional events. There are 12 regions covering the UK and each region puts on a number of events each year where members get to hear about the latest local and national issues affecting licensing. Generally these events are free of charge and also provide an excellent opportunity to ask questions of the experts presenting and network with other delegates. Many a licensing officer has been nobbled over the coffee break to discuss issues going on in their area, and many a legal expert will have been asked for their opinion on a matter during the usual Q&A session which follows a presentation.
Finally, the IoL has an excellent communications network, not only sending out the latest news ‘as it happens’ via licensing flashes, but also a Members’ Forum where questions can be asked and advice sought from other members.

Recently, it was announced that Kate Nicholls OBE will take over the role of Chair of the IoL from Daniel Davies, who will step down after a record nine years as IoL Chair. During this time he has overseen significant development within the organisation, representing the IoL at House of Lords Select Committees and many other key events, establishing the core team for the organisation and instigating additional member benefits including its LINK magazine. Dan has been a superb Chair for the IoL, and its longest serving.
Upon announcement of her position, Kate Nicholls, National Chair of the IoL and Chief Executive of UK Hospitality, said: “I’m delighted to be joining the IoL as its National Chair and I’m looking forward to working with our members and wider stakeholders across the many facets of the licensing landscape.
“Having been involved in licensing matters for many years, I know how integral it is to hospitality businesses, and working towards excellence in this space is exactly the right goal. I’d like to thank Daniel for all his work over the past nine years and for his commitment to the Institute. As its longest-serving Chair, he has left a clear legacy that I hope to build upon.”
Many readers will know Kate as a highly respected and well-known figure on the national stage who was often seen trumpeting the hospitality sector during the recent difficult times, including covid-related closures and restrictions, as well as pressures caused by the cost of living crisis.
Clearly with the IoL being chaired by a leading figure in the hospitality industry, it is testament to the diverse and inclusive membership of the IoL which I very much hope that the taxi and PHV industry will embrace. I recall last year I spoke to an operator from the South West area of the country who joined the IoL and who has benefited from attending a number of events nationally and online.
Finally, please feel free to come to the IoL stand at PHTM EXPO where we can talk about there being no more important time to be ‘in the know’ about licensing issues affecting the trade and I would again encourage members of the trade to join the Institute.
