To say “it’s all happening” is British understatement at its finest. We’ve spent months and months telling you what we think is going to happen, not knowing exactly when but using one of our favourite phrases, “Hurry up and wait”…
And now it’s happened: the Government has responded to the Task and Finish Group report on taxi and private hire licensing - and at the very same time has published a draft Statutory Guidance document for licensing authorities. So the front page gives you the newsy bits, but inside this edition is a full examination of the Government re- sponse, with the TFG recommendations regrouped into categories: it’s going to happen; it’s already there but needs refining/ enforcing/doing; it needs new legislation, or it ain’t gonna happen.
And then there are the “cross-over” elements that are examined and discussed within the Statutory Guidance; this is the document that is out to consultation – we cannot stress that often enough – as it con- cerns itself with safeguarding of children and vulnerable adults. More about that inside, as it’s time-sensitive: you need to respond to the SG by 22 April.
Having read every word of the Government response several times (understatement again) in order to produce our analysis/ synopsis/precis, it is crystal clear that this Government is determined to bring about the appropriate changes necessary to improve the safety of the passenger in taxis and PHVs.

However, there is a very serious omission: the one element that is not discussed or considered is the safety of the driver. That’s why we are doubly glad we kicked off our driver safety campaign last year; it’s still ongoing, don’t you worry. Sure, driver safety was a consideration when looking into the use of CCTV in licensed vehicles; but really, it is submitted that driver safety took a back seat in so many of the de- liberations that led to the TFG report and the Government response.
Look at the headlines that followed - or in some cases preceded(!) - the publication of the Government response: we’ve done just that in our Fact vs Fiction feature this month. Once again, cabbies (and we mean both HC and PH drivers) are portrayed as the bad guys; the pub- lic needs protecting from their dastardly deeds. How dare the national media (and website media) castigate our trade in that manner!
What about all the hundreds of stories we’ve run – there are more this month, as usual – about drivers being knifed, punched, bitten and worse, by their passengers. And while we’re at it, what about police response times in those circumstances? Let’s get the balance right here: our drivers are every bit as much at risk as, if not more so than, their passengers… but that doesn’t make for sensational headlines.
Anyway, this edition of PHTM is pretty meaty (there’s that understate- ment again!) so you’d better get reading. You might just find some of our usual departments as well: Round the Councils, Know Your Rights, Green, a bit of news thrown in… and we would especially ask you to check out the rather large Unsung Heroes section. Those sorts of sto- ries are perfect examples of the reason we are proud of our trade.
