OLDHAM MAN WHO POSED AS CABBIE DESPITE NOT BEING LICENSED IS FINED AND GIVEN 8 POINTS
A man has been sentenced after driving for hire in Manchester despite not being licensed to do so and not having insurance. Qamar Rehman, from Oldham, was the driver of a car on Chepstow Street in Manchester city centre on January 22 this year.
He was making himself available for hire however his car was not licensed as one. It was also discovered that Rehman was driving without insurance. At Wigan and Leigh Magistrates’ Court on November 2, he was
found guilty of both offences in his absence. Rehman was ordered to pay fines totalling £880, a victim surcharge of £352 and further costs of £350, bringing his total costs to £1,582. His driving record was also endorsed with eight points.
STRATFORD CABBIE SUSPENDED FOR 12 WEEKS FOR FAILING TO REPORT DRIVING CONVICTIONS
A taxi driver licensed by Stratford- on-Avon DC was suspended for 12-weeks by the Licensing Panel at the end of October, for failing to report three driving convictions. The driver, a 74 year old man from Honeybourne, failed to inform the council of the convictions, which totalled nine penalty points on his licence, which were only revealed as part of his application to renew his dual driver’s licence.
The offences occurred over a nine- month period between July 2021 and March 2022. A licensed vehicle must notify the council in writing of any conviction or caution recorded against him or of any penalty points incurred within 7 days of such a conviction being imposed. This was not the first time the driver had been before the Licensing Panel for this type of
matter, so he was fully aware of the need to report such offences. The driver was also requested to provide the licensing department, a DVLA share code every three months for the duration of his dual driver’s licence, so that his driving licence can be checked for penalty points that may have accrued. The decision can be appealed to the Magistrate’s Court by 21 days from the notice of the decision.
CAMBRIDGE PHV DRIVER CAUGHT USING UNLICENSED VEHICLE HAS LICENCE REVOKED
A Cambridge PH driver caught using an unlicensed car by another cabbie has had his licence revoked. The matter came to light when South Cambridgeshire DC received a complaint from a member of the public. They said they had been picked up in a vehicle driven by Ahmed Al Ansar, 35, with no plate displayed on the rear and no council issued or operator door signs. When the passenger questioned this, Mr Ansar claimed the vehicle had an exemption from displaying

the plate and door signs. However, he was unable to produce an exemption certificate to prove it. The person then revealed he was a licensed PH driver with the council and knew the legislation and licence conditions for PHVs. He notified the council and provided a photo of the vehicle and driver’s badge. An investigation found Mr Ansar then submitted an online appli- cation for the vehicle later that day but held no licence.
Mr Ansar was offered and failed to attend two interviews caution.

Mr Ansar appealed to the Council’s Taxi Licensing Appeals Panel after having his licence revoked, but this was dismissed. He later launched another appeal against the decision at Cambridge Magistrates’ Court on 8 November. District Judge Sheraton dismissed the appeal and a further hearing for costs is to December.
