Zoinul Abidin, Head of Univer- sal Services in the London Borough of Barking and Dagenham, has developed and brought in a variety of council and voluntary sector partners to work in li- braries to enhance the library offer and share premises costs. Key advice from the panel l Have the boldness to approach key stakeholders regardless of hierarchy and be confident of the value that your library service can bring when approaching potential partners or allies.


l Have confidence in yourself and play to your own strengths.

l Use sound evidence and information within stakeholder discussions to help make a strong case for your service.


l By connecting your library’s work to wider corporate priorities and improving outcomes within the service, it can increase wider inter- est in the value of the library, particularly as a ‘High Street presence’ that connects with the community in a unique way.


l Know your own values within your ser- vice, as well as being aware of the broader local authority plan, be attuned to your context.


During the day, library staff were intro- duced to a series of strategic planning tools including SOAR analysis (Strengths, Oppor- tunities, Aspirations, Results), stakeholder analysis, developing a mission statement


and SMART objectives (Specific, Measura- ble, Achievable, Relevant and Time-based objectives). These simple exercises help library staff to think strategically about a project or library services as a whole.


Next steps


We will continue to share our learning from the Engaging Libraries Development Programme with the sector – future work- shops will cover marketing, applying for grants and building on success. We also hope that Engaging Libraries projects will share their experiences from the work- shops with colleagues and others through forums.
