TAPA’s Incident Information Service (IIS) shows a rising threat of thefts from Food & Drink supply chains as thieves target high volumes of lower value foods that can be easily sold on the black market. As the distribution of Food & Drink products is generally outsourced, often it is left to the logistics provider to set their own security standards. Hence, product theft and the risk of contamination are major concerns for Food & Drink companies due to consumer safety, the financial impact, and the potential damage to their brand.


Although FDSR is a non-certifiable Standard, it addresses the concerns of food and pharmaceutical companies relating to product losses and the risk of contamination in their supply chain. The FDSR emphasizes the different types of crimes relating to food theft or pilferage, including inserting foreign objects, contamination with harmful foreign matter, other contamination, false claims and false labeling of food items and pharmaceutical products. The Japan Chapter believes it is necessary for companies to take the initiative to establish security teams to build an effective food defense security system.


CRE Forum 2017


With the Tokyo Olympic and Paralympic Games approaching, the security responses in the logistics industry have become increasingly important, in addition to terrorism responses. Although some logistics-related security standards have been established and implemented in Europe and the United States, they are not yet widely used in Japan. At the CRE Forum 2017, the TAPA Japan Chapter shared its Food Defense and Supply Chain Security program and, during the lecture, highlighted the key TAPA certification programs – FSR and TSR – as well as FDSR to help prevent attacks on food supply chains,

and to support the wider adoption of TAPA standards by Japan’s logistics industry.


Mr. Asou, said: “The security environment in Japan, in terms of building an effective system, is lagging behind other countries due to the widespread belief about Japan being a safe society. For the Japanese logistics industry to become globally competitive, it is necessary to improve security in the industry. The Tokyo Olympic and Paralympic Games are approaching. With this as an opportunity to act as a springboard, we expect that developing logistics security in Japan will be an important legacy that will only be emphasized in the coming years.”


Moving into 2021


Last year, for the first time, the Japan Chapter held an online Japanese language training program for Japanese members. These virtual training courses helped to continue TAPA training and certification in compliance with Covid-19 restrictions in Japan. Mr. Asou and


the Board of Directors strongly believes the benefits of having the entire training program conducted in Japanese language will continue to be a strong advantage that Japanese members value.


Despite the temporary setback presented by Covid-19, the TAPA Asia Japan Chapter is confident of improving security standards in Japan and will continue to engage members through new training programs and conference events to spread awareness of the TAPA Security Standards and the importance of certification. Alongside the other TAPA service centers and chapters in Asia, the Japan Chapter will also continue to closely support the sharing of incident information, industry news, as well as the development of new Standards to further enhance global supply chain security and resilience levels.
