When it comes to collection issues, it’s fairly “black and white.” One of the biggest responsibilities of the board of directors of the community association is to promulgate an annual budget and collect the dues from the members of the association in order to pay the expenses of the association. For most associations this is not a problem. Budgets are enacted with reasonable increases and the need for any increase is communicated well to the homeowners. Even if there is a need for a significant increase, generally there is understanding by the majority of the membership when that need is documented and submitted to the owners in a clear and easy to understand manner.


Another very important role that the board of directors has is the enforcement of the Rules and Regulations of the association. The Rules are supposed to be the guidelines for all members of the association to follow for the purpose of meeting the expectations of living in the community. Depending on the issue, enforcement of the Rules can spur rage on the part of the party who is being taken to task and held in violation of the association’s rules. No, rules are not made to be broken!
