Last month, the European Commission opened a public consultation on the proposal for a Delegated Act (DA) outlining the economic activities that contribute substantially to one or more environmental objectives, such as the transition to a circular economy and pollution prevention. The DA is part of the EU Taxonomy Environmental Regulation, which aims to guide investments towards projects aligned with the European Green Deal.


Regarding waste management, the proposal includes the collection, transport and treatment of hazardous waste, including the re-refining of oils lubricants and other industrial waste oils, as one of the activities making a substantial contribution to one, or more, of the environmental objectives. The draft excludes the use of waste oils as fuel or incineration, given the adverse environmental impact of those activities. GEIR welcomes the Commission’s proposal, as this is a step in the right direction towards a more circular economy and the efficient management of waste oils. Following the public consultation, a final version of the DA will be adopted.


On a similar note, the Commission launched in May a public consultation on the application of the Polluters Pays Principle (PPP), a key principle underlying EU environment legislation and policies. The consultation should provide the basis for recommendations on how to better implement it. When it comes to waste oils, the lack of implementation of the waste hierarchy leads to higher pollution. GEIR will therefore participate in the discussion to ensure that all EU waste policies, and in particular the Waste Framework Directive, are consistent with the PPP.
