and we are continuing to expand our presence all the time. Some of our partners are what we call ‘Technology Partners’ and they are just delivering in a single discipline where they have expertise in that particular technology and others, mainly ‘Education Partners’, delivering across a range of disciplines. The facilities provided by partners range from technical Training Centres, more general training facilities to providers that create and deliver content online via e-learning. We provide all the initial training in terms of technical content, train the trainer, and all the quality assurance and administrative processes required to become an approved delivery partner. We also provide all delivery materials and handouts to ensure consistency in quality and service delivery. Some of our partners will deliver our accredited courses, whereas other countries have tailor made programmes which are not assured by an awarding body but quality assured by us. Figure 3 indicates how we move from


the ‘technical’ development of staff in the potential partner organisation to one of quality assured, independent provider. We currently have training facilities


and/or training delivery partners in Malaysia, Dubai, and Brazil. Developments in Malaysia started a few


years ago following a number of consultancy commissions and training courses that were delivered by us in- country. We worked together with a supplier and installer of medical equipment to initially deliver a number of our courses and then to modify the courses and train a number of their engineers to deliver them, following the process outlined in Figure 3. Initially we used hotels and some hospital

facilities to do this but our partner soon leased a building to create a training centre which now provides facilities for a number of hospital engineering disciplines. We quality assured the courses and they were accredited by City & Guilds in the UK. The centre now operates much more independently and provides its own accreditation from a Malaysian awarding body. The creation of the Dubai partnership


started with a number of delegates (their staff) coming over to the UK to attend our Medical Gas courses. As a major supplier of medical gas pipeline systems (MGPS) and services in the region, it required a large team of competent staff to provide its services to its customers. We discussed the process by which we could develop them as a training provider (as Figure 3) and over the next year or so we trained a number of their staff to deliver our courses, initially using their MGPS workshop. They have now constructed and equipped a new MGPS training centre which they have used to fully train their workforce, maintain their CPD in-house and they have also trained a number of their sub-contractors and customer’s staff. We continue to quality assure their courses and the delegates are

relatively early stage but differ somewhat from the above partnerships in that we are associating with an ‘education’ rather than medical ‘technology’ partner. This started from a trade visit to Brazil that identified a major issue with hospital fire safety in the country. Two Brazilian colleagues were invited to the UK to explore our hospital fire safety procedures and to sit-in on one of our fire safety courses. This resulted in the co- development of a supported e-learning programme with a learning development and hosting partner based in Brazil. This programme, and others to follow in a number of additional healthcare facilities management subjects, will be delivered, hosted and supported online from Brazil with us once again quality assuring its provision and using UK Awarding Bodies to accredit the delegates that successfully complete the programme.


Future projects With the recent change of government in Malaysia, there is a renewed focus on National Technical and Vocational Education and Training (TVET). This impacts on all vocational areas and the colleges that provide the associated education and training. As a leading provider of TVET programmes in the UK for over 50 years, we were asked to advise and support a number of healthcare technical colleges in improving the quality and relevance of their learning outcomes for employers. The government has issued a TVET Policy and Strategy outlining its commitment to improving the quality of TVET within the country that is based on a number of educational concepts (e.g. National Qualifications Framework) that do not work as effectively as similar approaches in other countries, including the UK. The government has also started reviewing its concession contracts to supply a wide range of hospital support services (including biomedical engineering and Facilities Management) to all government hospitals within the Peninsular and Eastern Malaysia. As a result of the above, we are


consulting and supporting a bid to develop a National Biomedical Science Park, centrally within Malaysia, that will not only provide a base for the related TVET provision but also establish close links to both Malaysian and UK Universities (including Cambridge) and to international employers in this sector. This will be for R&D projects, localised manufacturing, opportunities for start-up businesses and it will create a whole community for technological developments and enhancements including the Nationalised provision of related hospital support services.
