The NHSE/I speaker said that ‘we shouldn’t be ashamed that – at its heart – the new hospital programme is an efficiency programme’. He expanded: We’re here to make sure we get the most benefit from the investment made – that the new hospitals are the right size, with greater transparency, and simplified demand modelling, and that across the 10 years, the timing of builds is phased so we manage the demand placed into the construction market, and that by centrally coordinating procurement and delivery, we can capture the economies of scale that should be available by standardising designs.” He concluded: “This is about making sure that hospitals are simpler buildings in their construction phase so they can deliver more in terms of clinical output.”


Construction Playbook


Here he handed back to Natalie Forrest, who said: “As we have mentioned, we’ll be working closely with the NHS Trusts in the New Hospital Programme, and some of you will know that we have launched our formal marketing engagement, completely aligned with the Construction Playbook. Through our marketing,” she continued, “we want to mobilise the UK supply chain, to stimulate the market to develop the capacity we know we’re going to need to build 48 hospitals. As well as working in collaboration with the Trusts, we want to do the same with suppliers – and to understand from them what the art of the possible is.” Natalie Forrest added that she and her team were also working to develop best practice guidance and standards that could be used ‘across the board’. “However, she said, “having just said that we’ll be learning, those best practice guides will be dynamic; we’ll be continuing to feed into them to support

all the organisations moving forward to be able to refer to the latest intelligence on how to build a new hospital. So in brief, that’s the plan. It sounds very simple presented in a few slides, but is an extremely complex programme, and very much still in discovery, and I think it will be great to have Lance McCarthy following up to give some context around what that means for him and his new hospital programme.”


Trust CEO’s perspective Here the event’s Chair, Stephen Hammond, welcomed Lance McCarthy, the Chief Executive of the Princess Alexandra Hospital NHS Trust in Harlow. The latter began: “We are building a hospital for the future together in Harlow – ‘together’ is a really important word for us, and aligns with much of what Natalie and Craig have said, so ‘together’ from our perspective is ‘together’ with our population, ‘together’ with our health and care services, locally, and also ‘together’ with the New Hospital Programme.” By way of context, Lance McCarthy explained that the Princess Alexandra


Hospital was a medium-sized district general hospital in Harlow in West Essex, purpose-built in the late 1950s to support the (then) ‘new’ town’s expansion. He said: “However, through a whole series of typical NHS reconfiguration conversations over the past 30-40 years, poor decisions, and a lack of investment in the infrastructure, we ended up with bits of buildings bolted on in the ‘60s ‘70s ‘80s, ‘90s, and 2000s. So, it really doesn’t work at all, and we haven’t had the right level of investment to keep the organisation fit for purpose. We were one of the original HIP six – and are now in the front-runner eight – and delighted to be part of the New Hospital Programme. As well as huge responsibility to our local population to build something fantastic, we have a major responsibility to work closely with the New Hospital Programme and see what we can learn and pass on to the organisations and hospitals built after us. Really importantly from our perspective, we’ve got complete national and local political support from all our MPs and local authority colleagues.”
