17 REVIEW OF IHEEM’S TERMS OF REFERENCE A one-day IHEEM online event on 9 June sought to underline the important role that Authorising Engineers play in the safe, efficient, and compliant running of healthcare facilities’ water, electrical, medical gas, ventilation, decontamination, and fire safety systems. The day’s first session saw the Institute’s President, Paul Fenton, discuss a review of the Terms of Reference for both IHEEM’s Technical Platforms and its AE Boards of Registration.

22 FIVE KEY DRIVERS FOR NEW TERMS OF REFERENCE

In early 2019 a full governance review across all of IHEEM’s core business activities was undertaken by Head Office. The operation and management of Technical Platforms (TP) and Boards of Registration (AE) ((BOR(AE)) was identified as a corporate risk, and this, together with the recommendation to undertake a review, was discussed with and agreed by the Executive Council.

29 TORONTO CLINICAL TOWER’S TIMELY COMPLETION

An article first published in Canadian magazine, Canadian Healthcare Facilities, explains how the completion of a new 17-storey clinical tower building at the St Michael’s Hospital, Toronto, was accelerated in the face of increasing demand in the wake of the coronavirus pandemic.

33 REALITIES OF AN ‘ALL-ELECTRIC’ HOSPITAL

Three senior electrical engineering specialists from multinational professional services firm, Arup, discuss the findings of a study on the environmental benefits and cost of replacing gas-fired boilers in hospital buildings with electric-based systems, among the key objectives being to significantly reduce carbon emissions. They conclude that, in the short term for many countries, ‘the lower carbon solution is an electrical heating system one’.

39 THE AE ROLE IN BOTH FIRE AND WATER SAFETY Speaking following the day’s first presentation, by the IHEEM President (see also pages 17-20), IHEEM AE (Water), and renowned water safety system expert, David Harper, discussed some of his experience ‘at the sharp end’. His address was followed by a look, by the Chair of IHEEM’s Fire Safety Technical Platform, Mazin Daoud –a former London Fire Brigade firefighter – at recent work to create a register for fire risk assessors.

45 ACCESSIBLE AND HIGH QUALITY TRAINING

IHEEM continues to deliver on its commitment to provide its members with access to a wide choice of professional and technical training opportunities through its Knowledge Partnerships. Here the Institute provides further detail on some of the training and upskilling now on offer via the IHEEM Learning Hub, from some of the sector's most well-known and established training providers.

50 A ‘PLATFORM APPROACH’ TO FUTURE THEATRES

Speaking as part of the European Healthcare Design Congress in mid-June, three senior speakers from leading operating theatre equipment manufacturer, Brandon Medical, discussed how the use of ‘smart and flexible’ such equipment is key in supporting Modern Methods of Construction, but can also ensure that hospitals planning modern surgical environments today will not find them left behind in 4-5 years’ time.

56 MODULAR PROVIDES SOLUTION FOR FULLY COMPLIANT WARDS Key representatives from the modular building sector are developing fully HTM, HBN, and DDA-compliant standardised offsite solutions for hospital wards and theatres. This follows the Government’s stipulation that the NHS must adopt new and Modern Methods of Construction.
