A ‘general update’ meeting Pete Sellars had then held a ‘general update’ meeting with the Technical Platform Chairs in May 2020, at which he set out the rationale and importance of undertaking the review, together with ‘a broad outline of a plan to get us in place’, originally by October 2020 for IHEEM’s Digital Week. Paul Fenton explained: “In July 2020, all Technical Platforms, Chairs, and Boards of Registration for Authorising Engineers, were provided with the draft Terms of Reference, and given the opportunity to comment. Thus began the establishment of the Working Group, and the work undertaken to revise the Terms of Reference.” While the Working Group’s first subsequent meeting in August 2020 took place under the chairmanship of Greg Markham, following his decision to step down due to work commitments, Paul Fenton took over as Chair in early October 2020.
The Chairs of each Technical Platform were asked to attend as the (assumed) decision-makers on each’s behalf, ‘to ensure that the meetings could stay focused on the issues to be discussed’, and ensure that the Group met its main objective of being ‘a task and finish group’.
A number of meetings over the following months worked in turn through each point within the revised Terms of Reference, to try to get a consensus agreement, which was standard across all platforms, ‘so far as reasonably practicable.’ Paul Fenton expanded: “Some

of the items were difficult to discuss, and it took not only those meetings, but also a number of emails, telephone calls, and open discussions, but on the whole, what we tried to do was to funnel a large number of points to be discussed down to a much smaller number.”
Completing the work undertaken to date
The purpose of the Working Group was to complete the work undertaken to date on the review of the current structure, the
Terms of Reference, and the management arrangements for IHEEM’s Technical Platforms, and Boards of Registration, and produce a set of recommendations, for the CEO and Executive Council to consider and implement in line with the scope set within the Working Group’s Terms of Reference. IHEEM’s current Technical Platforms cover water, medical gas, electrical, ventilation, fire, medical devices, and decontamination. The review identified that the Platforms were ‘at various levels of maturity in how they operated’, and that each had some good practice elements which could be shared with others, and used as part of the inputs to the revised Terms of Reference. Paul Fenton said: “There are other Technical Platforms, such as the ADBE, the International Professional Development, and the Sustainability Platform, and discussions have taken place to reconstitute ADBE (Architecture and Design of the Built Environment), Professional Development, and International, as IHEEM groups. In fact, the ADBE group, under the management of Paul Mercer, has already drafted Terms of Reference accordingly, while Sustainability is to be formed as a new Technical Platform.”
An apposite juncture
While the original need for the review dated back two years or so, the IHEEM President felt there had ‘never been a more important time to undertake this piece of work than during the COVID pandemic’ – with the ‘unprecedented challenges’ presented to the NHS estates and facilities profession, and its buildings and infrastructure.
