Strategic Estates Management Advisory Platform launched in Leeds
The Strategic Estates Management Technical Platform was established in late 2022, and has a large membership from the healthcare planning, engineering, estates management, architecture, and design community. Earlier this year the purpose and role of some of the IHEEM Technical Platforms was clarified, and the Platforms that are not technical engineering-specific, but have an impact on the delivery of the healthcare built environment, have been rebranded as IHEEM Advisory Platforms. The new Strategic Estates Management
Advisory Platform (SEM AP) met in person for the first time in February at a workshop generously hosted at one of IHEEM’s Company Affiliates, Brandon Medical in Leeds, which was well attended. Paul Mercer, Chair of the SEM AP, reflects on the day’s event: “IHEEM has now proudly embraced the last two letters of its acronym with a workshop session of the newly formed Strategic Estates Management Advisory Platform.
Where it all began “One of the aspirations of Past-President, Paul Fenton, was to open up estates management within IHEEM, and develop our own initiatives as a leading professional healthcare Institute. We didn’t need to start from scratch. The Architecture and Design of the Built Environment Technical Platform had been running for a few years with a small membership, and had contributed to this journal, as well as mounting seminars and supporting the annual Healthcare Estates conferences. During the pandemic, the possibility of refocusing the ADBE TP group, enlarging it, and fully exploring the EM agenda, emerged, with the full support of both IHEEM’s CEO and Council. “Moving ahead to mid-2022, and
to start the ball rolling some initial thoughts on poignant topics were floated to a wide range of potential new members, and the response was unanimously enthusiastic. Towards the end of 2022, the repositioned Strategic Estates Management Technical Platform grew to 30 people, including Estates directors, academics, healthcare planners, engineers, equipment manufacturers, architects, design advisors, two Past- Presidents, and IHEEM’s current President, Alison Ryan. We thought we should all get together and discuss what we could address first, and a workshop was arranged. “With a kind invitation from Graeme

the rebranded SEM AP. Fifteen people attended in person, with a further nine online, and we had a thoroughly engaging and lively discussion from start to finish. Five topic areas were set out as initial aims, and the workshop explored these, focusing on three as key priorities. The workshop adopted the aim of working collaboratively with likeminded organisations and institutions to explore and develop innovation in healthcare provision, with an emphasis on healthcare facilities requirements, including design and planning.
Need for a ‘common language’ “Regular readers of HEJ will recall the article in the November 2022 edition (pages 23-28) entitled ‘Common language’ needed for better hospital planning, which reported on a presentation given in Toronto in September 2022 at the International Federation of Healthcare Engineering’s 2022 Congress. Pete Sellars, IHEEM CEO, and Paul Fenton, President, set out the principles of a submission led by IHEEM for the 2021 Wolfson Economic Prize, which proposes that healthcare locations should be focused on the acuity of the patient, rather than more traditionally adopted medical models. Five of the authors of the Wolfson submission are now members of SEM AP, and it was agreed that the principles could be developed within a sub-group of the Platform led by Pete Sellars. “We also agreed to set up a sub-group
to explore what has been described as the very earliest stages of the project lifecycle, the Strategic Front End (SFE) (terminology courtesy of Prof Andrew Edkins, UCL). It is often the case that projects are initiated without a complete or even outline comprehension of aspects of project timescales, cost parameters, quality determinants, procurement issues, and many others – in short, if things go wrong in the first tentative steps of a new project, they could produce a less than satisfactory outcome or, at worst, an inappropriate one.
“The SEM AP ‘front end’ sub-group will address how we, as an Institute, can provide support and guidance to all involved in capital projects, and will be developing a variety of tools for all to access. It is widely accepted that healthcare planners are valuable, if not essential, from the very start of capital projects, as they have a wealth of knowledge and experience to guide clients throughout the project. The workshop came to the view that there is a case for the development of structured career paths for healthcare, as well as the prospect that healthcare planning deserves to be recognised as a profession in its own right. “There are several healthcare planners
who have joined SEM AP, and they will be key to taking this forward as a specialist sub-group. Alongside the three sub-groups outlined above, SEM AP will be forming a Management Group from among its members with governance similar to that of the Institute’s Technical Platforms. It is of course vital that the SEM AP has a clear objective to deliver tangible benefits to IHEEM members, and the Management Group will be formulating a plan to ensure that this is achieved.
IHEEM’s Knowledge Partners “Lastly, IHEEM already provides its members with access to a large number of training courses delivered by its Knowledge Partners, some relating to estates management. The SEM AP will consider how these can be increased over time, ensuring that the training offered across relevant topics is fully consistent with the latest and appropriate practice. The membership of the Management Group and the three key sub-groups is being finalised, and, once complete, will be posted on the IHEEM website.” The SEM AP will be participating in the programme at the Healthcare Estates 2023 Conference in Manchester on 10-11 October, when there will be an opportunity to hear more about its workstreams, and to meet some of the SEM AP members.
