The system records video and still image evidence of each incident and automatically uploads the evidence to AngelTrax’s secure portal, where Child Safety Program reviewers begin the multi-tier administrative process.
ADMINISTRATIVE EVIDENCE REVIEW AND LAW ENFORCEMENT VERIFICATION The captured violation data goes through a structured two-tier review process. The initial, Tier 1, review is conducted by AngelTrax Child Safety Program (CSP) reviewers:
• Evaluation of video and still images for the initial review
• Verification that a vehicle was in the violation zone while the bus stop arm was extended, based on state law and statute
The supervisory, Tier 2, review is conducted, and validated violations are then escalated to law enforcement. AngelTrax staff verify the vehicle owner’s registration data using DMV and NLETS databases. Authorized law enforcement officers access a secure web portal, developed by AngelTrax, where they review the evidence package, determine whether a violation has occurred, based on state law, and approve or reject the citation request.
CITATION GENERATION, DUE PROCESS, MAILING AND PAYMENT COLLECTION Once law enforcement approves the citation request, a Notice of Violation (citation) is generated and mailed to the registered owner. Violators can choose from multiple convenient payment options online or by phone, as explained on the citation. The citation recipient can view the snapshot, the video evidence and the location at which the violation occurred. If the citation recipient would like to contest the citation, he or she may do so through the downloadable forms in the portal.
SUPPORT, APPEALS AND JUDICIAL SYSTEM INTEGRATION Court forms and law enforcement evidence review portals are customized as required by governing laws and stakeholder needs. Violators may call the customer service line or use the portal to view image and video evidence, submit an Affidavit of Non-Liability and request information regarding court hearings to contest citations. Court hearing requests are processed via forms downloadable from the CSP portal. Court dockets and evidence packages are automatically
compiled and made available to clerks via the portal. Law enforcement and judicial officers can track violation maps, case statuses and court scheduling.
REVENUE DISTRIBUTION AND REPORTING Proceeds from violation fine payments are distributed as agreed upon by stakeholders and/or according to state laws, and AngelTrax generates customized reports, including financials, for the district based on needs.
COMPLIANCE To ensure the utmost in personal identity protection, AngelTrax has met the rigorous requirements of the American Institute of Certified Public Accountants (AICPA), the Federal Bureau of Investigation’s Criminal Justice Information Services (CJIS), and the International Justice and Public Safety Information Sharing Network, known as Nlets. AngelTrax hosts all violation data internally, avoiding third-party storage to ensure FERPA and COPPA compliance.
