• Can the engineers repair damaged equipment when discovered?


• Does the company take full ownership of all dryer inspections and NDT services?

The challenge of new PABIAC guidance


T


he recently launched Paper and Board Industry Advisory Committee (PABIAC) Strategy 2019-2023 includes an objective, as part of the paper industries safety programme, for


manufacturing sites to adopt the PABIAC machinery procurement procedure by the end of 2019. The PABIAC guidance document ‘Health & Safety Procedure for the Procurement and Installation of Machinery, Plant and Equipment’ was launched alongside the strategy. Here Jason Reed, the recently appointed paper industry specialist at Pilz Automation Ltd, discusses the challenges this poses.


The new guidance covers and implements best-practice when acquiring new or used machinery, ‘off-the-shelf’ or customised machinery procured within the UK and elsewhere. As an employer, it is the duty of the end user to ensure equipment is safe and without risk to health & safety when installed. When it comes to introducing newly procured machinery, it is not enough to presume it is safe even if it has the CE mark affixed. This can be an issue if the machine source is overseas with different legislation. The guidance therefore says that at least one of the procurement team should have knowledge of the relevant safety legislation and


standards for the equipment. The employer, as the end user, is required to check that all necessary safety measures have been implemented to the mandatory level according to EU and local legislation, and that all relevant certification and documentation is correct and complete and in the local language. For ‘off-the-shelf’ or used machinery the process should be simple but custom built machinery will involve liaison with the manufacturer and/or their representative to ensure potential hazards are identified, designed out or guarding put in place.


If all documentation and physical checks take place before the purchase is finalised, end users can avoid expense and downtime should the machine later be found non-compliant. Physical checks should take place at the manufacturer or supplier location prior to shipping which can be a costly and onerous exercise if you don’t have local support at that location.


And once the new machinery is installed and operating, due diligence requires further assessment to confirm compliance with local legislation such as PUWER (Provision and Use of Work Equipment Regulations) and to ensure all operators are fully trained on safety procedures.

This guidance is really an implementation of best- practice and therefore adoption should in reality only involve utilising current practices. Some end users may require advice from external bodies with the relevant experience and, from a cost point of view, global personnel.


Charles added, “Walmsleys has designed and re-located many stock preparation and stock approach systems within paper mills and it is this experience and engineering design systems that have helped us integrate our technology with that of other non-paper businesses.”
