Sports eld Members heard the CCTV was still not working, probably because of the recent heavy rains. The original quotes for a CCTV system did not include replacement poles and cables so new quotes were being sourced. It was agreed that there should be two poles with cameras in the sports’ eld and that trenches should be dug ready for the installation of the poles. It was also agreed that a cabinet should be placed near the entrance gate. Scout hut The Scouts’ request to erect a pole outside the hut for internet access was considered. It was suggested that the Scouts may wish to consider accessing the parish council WiFi once the cabinet is installed in the eld. Speed indicator device (SID) Several locations had been forwarded to KCC for consideration. KCC had responded, saying that having looked at the sites on google, it did seem that this was a suitable SID project. However, they would need to visit the sites to check the available space and carry out land ownership and any underground services surveys. This would take place once COVID-19 restrictions were lifted. Co-option Members agreed to co-opt Ron Kemp onto the parish council. The clerk would advise MBC and book a place on the “Dynamic Councillor” training session. Community Awards It was agreed to proceed with the scheme. The clerk would print the yer which would be distributed to every household in the village. Birdwatching group A resident was hoping to set up a birdwatching group in the village. Members thought this was an excellent idea and agreed it could go on the noticeboards and in the Parish News. Cayser Drive sign The meeting heard that the sign at the junction of Cayser Drive and Gravelly Bottom Road was severely rusted. The clerk had reported this to MBC. Walk Road One of The Walk Road signs was missing. The clerk would forward the details of how to report the issue to Cllr Kemp.


Downswood


Donations There had been a donation request from Downswood and Bearsted Angels. Further to the discussion at the meeting in November, it was agreed that due to the restrictions that are imposed on the parish nances, a donation was not possible. It was noted that many councillors have already given private donations to the group. Church Road inquiry Cllr Weeks was unable to draw any conclusions which way the decision will go. Photos and comments showing the ooding at Mallard Way and the traffic tailback on Willington Street were submitted to the inspector. Cllr Cooke would nd out if


lightweight signs were available from Highways. If not, Cllr Weeks would buy two road closed signs for Mallard Way. Expenses Cllr Weeks wished it to be put on record that he had incurred considerable expenses by attending the inquiry. KALC stated it would be unlawful to make a payment unless it was through the parish basic allowance. Cllr Weeks declined this option. However, he suggested that a printer bought for the inquiry could be purchased by the parish. It was agreed that the parish would pay the requested £350. Table tennis equipment A request for £2,500 funding from Cllr Cooke’s member’s fund had been submitted. The clerk would obtain three quotes for a concrete table, which should have a lifespan of 15 to 20 years. Census It was agreed that the council would encourage everyone to take part in the census. The clerk would request posters and further information.


Langley


CIL payment An email had been received from Maidstone Borough Council to conrm that in April 2021, the council would receive a Community Infrastructure Levy payment of £19,194.18 to put towards community projects. Flytipping An email had been received from a local resident regarding ytipping in the Ulcombe Road. This had been cleared. Speeding An email had been received from a local resident regarding speeding in the Ulcombe Road. This was noted and it is hoped that the speed indicator device project might help. Vaccinations A link was received from the Orchard Surgery regarding the vaccination rollout. It was agreed to ask the practice manager for a poster and information for placement in the village noticeboards.


Speed indicator device A consultation letter would be sent to residents of Heath Road, Horseshoes Lane and Leeds Road (50-100 metres of agreed locations) about the proposed sites for a speed indicator device. This would also be placed on the website and noticeboards. Recreation Ground Cllr Woodcock continued to undertake a weekly inspection and the monthly Maidstone Borough Council inspection report had been received. No new issues were reported.


Loose


Community warden Liz Lovatt reported on Kent Community Foundation’s Knock and Check scheme. Residents call on their elderly neighbours during the colder months when they are most at risk – whilst adhering to current COVID-19 guidelines. She also urged residents to


ensure all parcel deliveries are kept in a safe place, as there had been a couple of thefts from doorsteps in a neighbouring village.


Football pitch A resident raised a concern about what was being used by the football team to mark the lines on the pitch at the KGV playing eld. The hirer conrmed that they did use a little weed killer at the start of the season to help with line marking. The chairman asked that the deputy clerk write to the hirers and ask them not to use weed killer and bring the matter to the council for discussion. Cllr Luckhurst said it had 15cm-wide markings on the eld where the grass was dead. She also advised that the council’s environment policy stated the council would not use pesticides. It was agreed that the hiring terms and condition document should be amended to say that no pesticides should be used on the eld.


Unauthorised football A football game had been played in the October half term that looked like a full organised game but no permission had been sought to use the pitch. A resident had been using the eld for a kickabout with two lads. Someone has cut the grass to play football without permission. The patch had become worn due to constant use. It was agreed to ask the caretaker if he had any CCTV of the football users, and to attempt to identify the team using the eld. The resident would be contacted to see if he could help with who has mown the grass, who the football team are and to ask him to play football in different areas of the eld to avoid wear. Coffee cart A resident has asked if it would be possible for a mobile coffee cart to be placed on the car park at the KGV eld between the hours of 7am and 9.30am and again from 3pm to 4.30pm Monday to Friday and potentially 8.30am until 11am on Saturday and Sunday mornings. There would be no need to provide electricity, water or toilets as it would be a takeaway service. It was agreed to say no to the request because of a lack of parking and the risk of people congregating in the car park during the pandemic. Car park The responses from a local company and Loose Primary school regarding the carpark at the KGV playing eld were circulated. After discussion the council agreed to write to the rm and advise they can park their corporate vehicles in the car park but staff would have to park elsewhere. They will not be able to park overnight. The caretaker would monitor the car park. Coffee mornings There was £65 in the cash tin for the coffee mornings. The internal auditor had suggested that the cash was paid in as Coffee mornings were unlikely to restart this scal year. Allotment path The path by the allotments had been cleared and was looking good. The steps are looking a bit tricky and the drain needs unblocking. This would be reported to KCC.
