EMERGENCY RENTAL ASSISTANCE With $25B in the pipeline and the following amounts block granted to states - $775M for Ohio and $296M for Kentucky - there is help on the way for
many residents. An additional $25B is slated in the next stimu- lus bill, which should come close to addressing the ever grow- ing arrearage of some renters. Moodys Analytics has speculated that the need is somewhere north of $70B in lost rents by the end of January. Interestingly, in a benefit to midwestern and low cost housing areas, the funds were divided based upon population size, so the limited funds will tend to go further for this region than for coastal and high cost housing regions. Additionally, property own- ers and managers can assist the more lethargic residents by prepar- ing the applications, having the resident sign and digitally submit the packet. Kentucky is working through the development of a new program and the Apartment Association of Kentucky is seeking a better program than the original Team Kentucky program which required 10% rent reductions, elimina- tion of all fees and made adjustments to the lease – something many property owners refused to do. Will Governor Beshear see the light? Or will more residents and property owners have to pay a steep price?

IN KENTUCKY In Kentucky, there are a number of bills being monitored by
the Apartment Association of Kentucky. One bill of priority inter- est is SB 11: The Criminal Damaging Bill. The bill clarifies that damaging rental property in excess of $500 is a criminal offense and should be treated as such. Presently most prosecutors consider such damage a civil issue and will not consider prosecution. This bill made it to the Governor’s desk last year before being misun- derstood as Covid hit and was ultimately vetoed. The House and Senate are moving on this rapidly and preparing to over-ride a po- tential veto.
