Shaping the new standard


SELECT has helped shape a new Occupational Qualifi cation Structure by the Fire, Emergency and Security Systems (FESS) industry that will lead to Electrotechnical Certifi cation Scheme (ECS) Card recognition. Aimed at promoting high standards


and skills, the new structure has been developed by an industry-wide working group formed by SELECT and other leading trade associations and employer representatives including: ●British Security Industry Association (BSIA) ●FESS Employer Group ●Fire Industry Association (FIA) ●Fire & Security Association (FSA) ●Security Systems and Alarm Inspection Board (SSAIB) ●Joint Industry Board (JIB). Uniquely recognising the


introduction of the FESS Trailblazer, the structure sets the standard for new entrants to the market at Level 3 while also addressing the need to recognise the training, experience and qualifi cations of the current workforce. It identifi es a minimum standard for


those who install and maintain fi re, emergency and security systems. Fiona Harper, Director of


Employment and Skills at SELECT, said: “T is new development is a signifi cant step forward as it recognises existing professionalism and also blends upskilling and training with structured assessment. “SELECT particularly welcomes its


introduction as it dovetails perfectly with our own contribution towards modernisation of the ECS in Scotland. “Ensuring the FESS workforce

Scheme role continues


SELECT has been granted ministerial approval to continue in its role as a Scheme Provider for the Certifi cation of Construction (Electrical Installations to BS 7671) scheme. As a Scheme Provider since 2005, the reappointment decision means SELECT can continue in this role to the industry for another six years.


The reappointment decision was made by the Scottish Government’s Building Standards Division (BSD) after a lengthy application process involving intensive data and documentation submission followed by review by a BSD-appointed certifi cation panel.


Dave Forrester, Director of Technical Services and Head of Certifi cation at SELECT, said: “We are delighted that the integrity and quality of the services that we have been delivering for the past 15 years will continue to be of service to the Scottish Government and the construction industry as a whole. “Certifi cation has never been higher on the sector’s agenda and building standards services are key to ensuring that construction schemes can help to raise standards throughout the industry and deliver new buildings and improved facilities.

Initially introduced within the 2003 Building (Scotland) Act, the scheme allows competent individuals to be appointed Approved Certifi ers of


Construction or Design, giving them the authority to certify that any work they undertake as part of a building warrant is compliant with building regulations. Alan Wilson, Managing Director of


SELECT, said: “Certifi cation has multiple benefi ts, including improved effi ciency and productivity and increased peace of mind, with the highest standards upheld. “Along with other scheme providers, SELECT has been working with the Scottish Government over the summer to address issues raised by the ongoing coronavirus outbreak and create positive outcomes for certifi cation.
