TRIBUTE Bob Cross, Chair of BIFA’s DGAG
BIFA is saddened to advise the wider membership that the much respected longstanding Chair of its Dangerous Goods Advisory Group (DGAG), Bob Cross, passed away on 4 September. After military service Bob joined
the freight industry specialising in dangerous goods regulations relative to the roadfreight sector.
His knowledge of all modes was
encyclopaedic, as evidenced by regulators inviting him to sit on consultative committees which formulated policies and monitored compliance. He also provided unstinting
support to the BIFA Secretariat and the wider membership, which was very much appreciated. Bob chaired what regrettably
turned out to be his last meeting of the DGAG on 3 September, only the day before his death. He was on good form
displaying his knowledge in a pragmatic way to arrive at workable solutions. The Association will miss him,
and we would like to extend our condolences to family, friends and colleagues.
New set of Incoterms® launched
The ten-year review cycle for Incoterms® has once again completed with the publication of Incoterms® 2020 last month. BIFA was part of the
International Chamber of Commerce (ICC) consultation that gave feedback to the drafting committee and made comments on the proposed changes in the 2020 edition. In the drafts that we considered,
the amendments are marginal compared with 2010 and will not affect BIFA Members’ current understanding too much. Some brief highlights are that
Incoterms® 2020: • Provides for demonstrated market needs in relation to bills of lading (BL) with an onboard notation on the Free Carrier (FCA) Incoterms®
• Aligns different levels of insurance coverage in Cost Insurance and Freight (CIF) and Carriage and Insurance Paid To (CIP).
• A change in the three-letter name for Delivered at Terminal (DAT) to Delivered at Place Unloaded (DPU).
• Includes arrangements for carriage with own means of transport in FCA, Delivered at Place (DAP), Delivered at Place Unloaded (DPU), and Delivered Duty Paid (DDP).
• Includes security-related requirements within carriage obligations and costs.
The ICC warns users to be wary
of anything other than official ICC guidance; relying on information found online is a major cause of
incorrect usage of Incoterms®, with adverse consequences for businesses and their insurers. We recommend awaiting the official release before finalising any plans to adapt to the new rules. BIFA will be modifying its skills
training courses where Incoterms® are referenced. However, we are not providing
specific training on this topic as the ICC has nominated Strong and Herd as the official training organisation for the subject. BIFA has a good relationship

Multimodal presence for BIFA Finalists
BIFA and Clarion Events have reached agreement to provide a Freight Forwarders’ Village within the Multimodal 2020 Exhibition and Conference. The village will provide a networking marketplace where visitors to the show can learn more about the workings of the trade association and discuss their day-to-day freight forwarding requirements with actual BIFA members. Featuring bespoke Logistics
Services Provider Pods (Logpods) only available to BIFA members and associate members the village will allow exhibitors to promote their products and services to the significant number of shippers, cargo owners and other visitors that Multimodal attracts. As part of the agreement, all
companies that make the finalists’ shortlist in the BIFA Freight Service Awards 2019 will be eligible for one of the Logpods free of charge. BIFA members that do not
make the finalists shortlist can reserve a Logpods for just £950, including all the build costs, lighting and power. There are just a few days
