Lastly, FHA is deeply concerned with having a proper oversight structure in place, not just for local DPA programs but for all func- tions of the local HFA. FHA wants to have assurance that there is a strong structure in place for governmental entities running DPA programs to guarantee that these organizations are operating within their designated jurisdiction, following their strategic plan, and most importantly supporting the mission of the organization. FHA wants assurance that the mission of the organization is not driven by profit, and that decisions are being made in the best interest of the borrower.


In response to these concerns, NALHFA assured the Commissioner and his staff that unlike other operations, local HFAs operate within a specified jurisdiction. Additionally, because local HFAs are part of their communities, they are operating with the best interest of the borrowers and the overall community in mind. Finally, local HFAs have in place extensive oversight mechanisms.


FHA staff indicated that they were still working on the DPA guidance document and intend to release it by the end of the first quarter of 2019. FHA did ask NALHFA to help them better understand the local HFA oversight structure and best practices by collecting data from the membership.


NALHFA is currently developing a survey in response to this request and will distribute to the membership in early January. Due to the substantial impact that any guidance from FHA could have on local HFAs’ ability to provide core homeownership pro- grams, NALHFA will be requesting 100% participation from its membership. NALHFA is also planning another meeting with the Commissioner's office early next year.
