Crime update The clerk had compiled a police report fromthe last twomonths showing three thefts in the southward. Racers County councillorGary Cooke had received complaints fromresidents at Langley Park regarding vehicles racing on Su�on Road. The clerkwould contact the police. Traffic issues CllrDate said resurfacingwork carried out onHasteHill Road a number of years agowas nowfailing. Cllr Ellis said there had been severe congestion at the PloughWents junction and suggested KCC consider permanent traffic lights. The clerk was to contact the KCCmember for this area. CllrGershon noted that roadmarkings on rural roads needed to be refreshed and Cllr Cook said thatmember highway funds could be used for this purpose. RubbishMaidstone Borough Council (MBC) Street Scene operationsmanager John Edwards said itwould be possible for the parish council to replace the urban style bins withmore rural ones, subject to the design being agreed and the parish council paying for them.He also discussed other issues aroundwaste disposal, including dogwaste, refuse collectors leavingmess and bins for volunteers to put collected rubbish into. NewcouncillorAndyHumphreys had applied to join the council, and itwas unanimously agreed to co-opt himto council. He also agreed toworkwith CllrGershon to help update the council’swebsite. Path problems The council heard from residentsMr andMrs Kendrick regarding their desire not to have a public footpath next to BoughtonMonchelsea Place. The council supported their position andwrote to KCC stating it did notwish to see a path at the location. CllrMartin suggested that the next newsle�er include an article informing residents of landwithin the parish that is accessible towalkers. Landscaping strip Itwas agreed that no immediate actionwould be taken regarding shrubs and trees growingwithin the landscaping strip, but therewere branches touching BTwires, so the clerkwas tomeet with a tree surgeon to obtain a quote to reduce the height of the trees and hedges. CCTVThe village hall commi�ee had submi�ed a request formatch funding to install and supply CCTV to cover the hall and recreation ground. Itwas agreed to match funding up to £2,200. Itwas also noted that the council’s budget for the next year included £6,000 for CCTV, so itwas agreed that the council investigate the possibility of installing CCTV on the pole in Church Street outside the play area, up to a cost of £3,800. FiveAcreWoodAle�er had been received fromFiveAcreWood School requesting a donation towards their newhydrotherapy pool. Itwas noted that 13 children fromthe village a�end, and itwas agreed that as it was the closest special school the council wouldmake a grant of £500. VillageHall CllrGershon advised that there would be some changes of village hall commi�eemembers in the comingmonths. It was noted that the commi�eewas considering newheaters for themain hall. NeighbourhoodWatchNo-one had yet come forward to take on the role of

NeighbourhoodWatch co-ordinator, so Cllr Munfordwouldmention it in his speech at the annualmeeting. NorthWard CllrWilde confirmed that construction of the path across Parkwood rec fromRomanWay had nowstarted, and added that the CCTV at Joywood had been removed byMBC some time ago. DogwasteAcomplaint had been received regarding an overflowing dogwaste bin at Furfield Park. Itwas discovered that the bin had been installed in thewrong place, but had since beenmoved and property management company First Port had continued responsibility for emptying it. It was agreed tomonitor the situation. Parishmeeting The theme for the annual parishmeeting onMay 15would be the neighbourhood plan and landscape character assessment.An overviewof the Twenty’s Plenty schemewould also be given. Green tree The beech tree on the green had been felled, andwould need to be replaced. Aquote had been obtained for (£179 plus VAT) for supply and planting of awalnut tree, but itwas agreed to delay a decision pending the landscape character assessment. Council exits Cllr Evans tendered her resignation as shewas tomove away from the area. CllrMunford thanked her for her hardwork. CllrGershon said hewould be unable to a�endmeetings for the foreseeable future as hewould be out of the country, so it was agreed that he be allowed a sabbatical. Housing issues Cllr Elliswas concerned over the procedure for filling vacant properties at Windmill Court, adding that priority should be given to those over 55with a local connection. The clerkwas to contact Gravesend ChurchesHousingAssociation for clarification. Cllr Ellis also said that those who had responded to the recent housing needs survey should be advised that they need to registerwithMBC to join the housing list. The clerkwas to contactAction for Communities in Rural Kent for advice.


Broomfield andKingswood


Crime report The following crimeswere reported: The theft of a Ford Ka from AshfordDrive; the theft of a trials bike from Gravelly Bo�omRoad; aMazda carwas scratched and roofmouldings stolen in CharlesfordAvenue. Annualmeetings Itwas agreed that the format of themeetings onMay 21would stay the same and that theywould include light refreshments. Clubs and societieswould be asked to forward reportswhichwould be printed into a booklet. The clerkwas to start advertising themeetings. Parish clerk The clerkwould be retiring this year. Councillors approved the policy and procedure for recruitment, the advertising wording and any costs; and proposed questions for interviewcandidates. The purchase of a parish councilmobile phone was also approved. Trafficmanagement The requested dropped kerbs atHolly Trees Close junctionwith CayserDrive had been approved by KCC Highways and thework should be carried outwithin threemonths. Parish news The next editionswas scheduled for the beginning of June. Circulationwas not as successful as previously and the clerk had


been asked for several copies. Councillors resolved tomonitor future editions. Data protection Itwas agreed to employ Satswana as data protection officer forGDPR at a cost of £150 per annum. WWI event The clerk had booked the village hall as requested forNovember 11.The clerk was asked to contact residents via email and Facebook to ascertainwhowould a�end and/or help organise such an event. Grass verge Following a request for the parish council tomaintain a grass verge, it was concluded that the land between The Waldens and CayserDrivewas privately owned, so themaintenance could not be carried out by the parish council. Coffee caravan Three dates had been set for theACRK project –August 21; September 18; andOctober 16, from10.30amto 12.30pm. TheNisa shop owner had agreed use of the shop forecourt for this purpose. Village sign Following concern fromthe village hall commi�ee the handyman had laid down the sign for safety reasons. Itwas agreed to ask the handyman to dismantle the sign deliver it to CllrDarlingwho had agreed to store it. Sports field Roseacre Rovers’ request to use the field for the 2018/19 season had been withdrawn. The clerkwould ask for the return of the field keys. Sue Clark The funeral of former councillor Sue Clarkwas due to take place at Vinters Park at 2pmonApril 30. The clerkwas asked to forward a donation of £25.

Annual parishmeeting The final arrangementswere discussed aswas the annual report. The clerkwas asked to specify that due to carefulmanagement of funds there had been no increase in precept this year. Li�er pickAlarge amount of rubbishwas collected.Members considered buying new li�er pick equipment. Itwas agreed to buy 10 li�erpickers, two ‘Caution’ signs, and black sack hoops. CllrWaringwould arrange this. Parish computerAbudget of £800would be set for a newcomputer. TimWaringwould be asked to helpwith purchase and installation. Chairman’s report Fly-tipping seemed to be ge�ingworse. There had been a police incident on PloughWents Road but no detailswere available.Waterwas reported running down ChartHill Road. Councillor’s reports CllrWaring said the village hallwas buying a cooker and said the newMBCwebsitewould not allowprecise reporting of potholes on particular roads. CllrUnderdown said PeterUnderdown had suggested that the pavilion floor needed repainting at the end of the football season. Annual audit/accounts The external auditor had advised that the date for submi�ing the annual returnwas no later than June 11. It was planned to have it ready for approval by councillors at themeeting onMay 14.
