Essentials for Transport Compliance N


o road transport operation can function without a well-run transport offi ce. David Parry of Shrewsbury Transport Training & Consultancy, explains why.


T e Qualities of a Transport Manager: No one in the transport offi ce is more important than the nominated transport manager as they are the holder of the Certifi cate of Professional Competence (“CPC”) and responsible for ensuring the operation runs smoothly, legally and professionally. A transport manager must combine general management skills with technical understanding and ability, as they must demonstrate continuous and eff ective responsibility for the road transport operation. T e transport manager must show authority and stand up to pressure from management and customers.


Training: Training is essential. If transport offi ce staff have seldom attended training or refresher courses they’re almost certainly lacking in knowledge. Driver CPC provides a mandatory answer, but only for drivers, and the transport manager should recognise and implement those statutory training needs. In addition refresher training and involving support staff on training days and events, will enable a well versed team to facilitate a well-run operation. It is important that there is good management of the drivers to ensure that daily checks are completed and that maintenance staff or contractors meet all legal requirements to maintain roadworthiness.


Staying legal: Compliance is paramount. Put the O-licence at risk and the business suff ers. T e transport offi ce must not be allowed to run itself, operators should commission external independent audits as a checks and balance system of good practice.


Maintaining discipline: T e transport manager must act if a driver’s work is poor or non-compliant. Clear policies on drivers’ hours and maintenance are essential. Action must be proportionate – a driver should not be sacked for a few minutes excess in a shiſt , but nor should a driver creating false documents be dealt with leniently.


Replacing the transport manager: When transport managers resign, operators must tell the traffi c commissioner (“TC”) within 28 days since competence could be aff ected. T e TC can allow six months to fi nd a replacement and a further three months in the case of the death or incapacity of the transport manager. If the company has another CPC holder it can appoint them as nominated transport manager, but must inform the TC without delay.
