Elections Robert Turnerwas elected as chairman of the parish council and Ron Galtonwas elected as vice-chairman. Legacy Mike Hitchins asked if the council had any plans to use the reserves comprising the legacy left to the parish. Cllr Turner outlined some ideas but explained that due to their commercial sensitivity itwas not possible to place these in the public domain. Highway maers Excessive speed and an accident involving a cyclistwas noted on Liverton Hill. Cllr Allumwas to pursue maers regarding ditches, gullies and potholes.HGVsignswere now in place. The next objectivewas a 7.5 tonne limit.


Bredhurst


Playing field The tree work had been done and the strimming would be done in time for the church fete. Itwas agreed to buy two NoAlcohol signs for the play area. It remained the responsibility of Bredhurst Village Hall (BVH) to enforce their own licensing condition that no alcohol must be consumed outside the hall. Play equipment The repairs to the play equipment would cost £325, but no decision could be made until a decision had been made on the lease renewal. This could not be made until the parish council had met with BVH. The lease would therefore be considered in full at the next meeting. Gates issue The land agent raised queries about the gates to the field from Fir Tree Grove and a possible sub-leing agreement with the church shop. The other issue is with users from the village hall using the field as an extension of their hire, particularly when alcohol is involved, and in the toddlers’ play area. The parish councilwas hopeful of resolving the issues with the land agent. Village maintenance The delaywas due to staff shortages at KCC. The lines outside the school and the zebra crossingwere scheduled to be done. The contractor returned to paint the railing but did the Medway side of the bridge in error. The survey had been done for the Belisha beacons and costswere awaited.Weed killing needed to be done before road sweeping. The clerk would arrange this. AONBsign The insurance claim for the sign had been paid and the £250 excess would be reimbursed in due course. Footpath The footpath over the M2 bridge appeared to be subsiding. KCC would be asked to do a survey of all paths/pavements. Bredhurst Garden CentreAplanning application for the demolition of the wedding venue, office and commercial buildings and erection of four detached homeswas discussed. Residents expressed concern that the developmentwas too big and something more sympathetic would be preferable. Itwas agreed to object to the


application as itwas too imposing. Public session The speed limit between the bridge and the villagewas queried but this is a maer for KCC Highways. Therewere questions about the playing field lease and it was explained that the parish council leases the field from the Diocese of Rochester. Expenditure on the field had been more than £15,000 during the last five years.


Broomfield and Kingswood


Roads The meeting with KCC Highways confirmed therewas no practicalway of orchestrating a one-way system in Broomfield Road during other local road closures and similar issues.ALeeds/ Langley relief road would take 20 years to be completed; KCC could not be held responsible for repairs to passing places on single track roads as the land is not its responsibility; it would investigate the possibility of advisory signage indicating single/narrow road information be installed on single track roads in the parish


Detling


Elections Cllr Bowiewas elected as chairman and Cllr Claytonwas elected as vice-chairman. NeighbourhoodWatch The clerk had contacted the Maidstone co-ordinator and the PCSO and theywere investigating the current scheme in Detling with a view to assisting with a relaunch. Old School playing field The resident had been contacted regarding the trees. Cllr Kennard had spoken to the resident who had said therewas rubble behind the fence and itwas not possible to plant trees in the requested postion. Mr Monk said the rubble was only soil and the trees could be planted. Itwas agreed that the parish council would liaise with the resident to progress this. Land at pubAresident said land next to the pub had beenmowed by the publican. Cllr Kennard said she had spoken to the landlord, clarified the ownership of the land and asked them to maintain it. Cllr Cosgrove said that many years ago, the parish council had paid to have the area planted on the understanding that the pub maintained it, however the pub had now changed landlords. Itwas suggested that the parish council could ask the brewery to donate the land to the parish council to maintain. Police report PCSOAdlington said the NeighbourhoodWatch Coordinator had contacted Detling resident Mr Boughton who had expressed an interest in re- establishing the scheme. PCSOAdlington spoke about the new access restrictions and confirmed that all relevant documentation had been received by police and dates arranged to enforce this. He had completed the renovations to the bus shelter and the light was now working.Astrimmer and a hedge cuer would be bought. Horish Wood Cllr Evernden had met with Kent Woodland Employment Scheme (KWES) representatives and John Monk to discuss the oak trees. KWESwas due to submit a report and no trees would be removed without the permission of the parish council.


Downswood


BuinWay Parking on the entrance to the road from Gore Court Roadwas queried. Cllr Cooke explained that Maidstone Borough Council would be arranging for double yellow lines. Crop sprayingAKings Acre resident asked whether crop-spraying in the next field could have caused some of his plants to die. Cllr Newton offered to investigate. Surplus trees Cllr Greenhead offered to liaise with Mr Evere about the collection of DCAsurplus trees. Mallards roundabout Double yellow lines were not required as parkingwas not supposed to take place within the apex of the roundabout. However Cllr Cookewas to speak to the district manager and would support the proposal if itwas feasible. Landscape work Caxton’s landscape contractor had removed vegetation from the front and sides of the shops and dumped it in a one-ton bag by the entrance to The Spires Flats. Cllr Newton and the lier- picker subsequently loaded the bag into Cllr Newton’s van and he disposed of it. Speed radars Cllr Newton suggested that the police be asked to go to Deringwood Drive and the boom ofWillington Street between 7.30am and 8.30am with hand-held speed radars. Itwas decided tosee if Cllr Cooke’s offer to put the problem to KCC engineers can produce a successful scheme. Arriva CllrWeeks had not had time to finalise the bus survey. Mr Young said the new servicewas runningwell and the bus had not been cancelled since itwas introduced. More peoplewere using the bus now that the servicewas proving to be reliable. However the elderly and infirm still did not have access to a supermarket as the service stopped at the Royal Star Arcade. Cllr Cookwas to see if financial supportwas available for a minibus to the shops. Display board The boardwas in very poor condition and itwas agreed to look at replacements. Itwas suggested that KCC’s Archives and History department might be able to help with a map. Gardens competitionAshortlist of gardens was to be forwarded to the clerk by the end of June.
