sociation Executive Committee met April 24-26 in Amarillo to review the standing-committee recommendations approved at the 2017 AQHA Convention by the AQHA Board of Directors, with the exception of those related to bylaw changes and rules of registration, for which final approval lies with the board of directors. About the Animal Welfare Commis- sion
The AQHA Animal Welfare Com-
mission, which was created by the Ex- ecutive Committee in 2012, reports directly to the Executive Committee, which evaluates all proposals in relation to the current state of the industry. The Animal Welfare Commission serves as AQHA’s primary body for rules, policies and procedures related to all areas of an- imal welfare. In addition, the commis- sion oversees the educational processes associated with AQHA officials respon- sible for animal welfare. The Animal Welfare Commis-

The recommenda- tions ranged from adding specific med- ications to the AQHA forbidden drugs or substances list to creating educational ef- forts for specific animal-handling proce- dures to a recommendation to use all drug- and animal welfare-related fines to support the AQHA steward program. The recommendations approved
by the Executive Committee include: 1. Fines generated from drug and animal welfare violations be placed in the ani- mal welfare budget to support the stew- ard program. 2. AQHA should encourage show man- agers to establish an isolation protocol at AQHA shows using the industry-devel- oped template to ensure horses on the grounds are protected should there be a disease outbreak. In addition, show man- agement should be encouraged to con- duct practice runs or audits to ensure proper procedures are carried out. 3. Develop a one-page educational flyer to educate exhibitors on the importance of vaccinating their horses for equine in- fluenza virus and equine herpes virus prior to entering AQHA show grounds. 4. AQHA staff should continue work on an educational flyer regarding reporting animal abuse. 5. Effective January 1, 2018, AQHA Rule SHW325.1.2 be reworded to read: “Lameness is obvious at a walk.” 6. Form a joint task force made up of
members from the Animal Welfare Commission, Professional Horsemen’s Council and the Show Format and Pro- cedures Subcommittee to discuss op- tions to increase AQHA Steward presence at shows. 7. Effective January 1, 2018, a no-jerk- down rule for tie-down roping will be implemented. The rule will read: “In the tie-down roping class, an exhibitor will receive a no score for that run if they bring the animal over backwards with the animal landing on its back or head with all four feet in the air.” 8. Effective immediately, the “use of any drug, chemical, foreign substance, sur- gical procedure or trauma that would alter a horse’s normal tail function” be added to the prohibited inhumane prac- tices set forth in AQHA Rule VIO204. 9. Form a task force to review AQHA’s definition of normal tail function. 10. Effective immediately, AQHA stew- ards can show at AQHA events that they are not assigned to steward. 11. Effective immediately, allow hy- droxyzine to be submitted on a medica- tion report form as long as all requirements of AQHA Rule VIO403 are met. 12. Effective January 1, 2018, and with respect to the medication rules that gov- ern show horses, furosemide (Lasix) will be removed from the list of conditionally permitted therapeutic medications and added to the list of forbidden drugs or substances in AQHA Rule VIO401. 13. Develop and publish a list of med- ications that can be reported on a med- ication report form as long as all requirements of AQHA Rule VIO403 are met. Develop and publish a list of forbidden substances. 14. Effective January 1, 2018, add hair testing to AQHA Rules VIO302 and SHW120.1.
AQHA Invites All Level 1 and Rookie Eligible Exhibitors If you’re a Level 1 or Rookie ex-
hibitor, you no longer have to qualify to compete at the AQHA Level 1 Champi- onships. Beginning with the 2018 events, all Level 1- and Rookie-eligible exhibitors are welcome to compete at one of the three Level 1 Championships. He loved to eat Doritos and beer after a long day of showing. I am sure that most of the OQHA friends all have there own stories of sham to tell. Sham has many OQHA awards to his name and loved his trail class. There is just a few horses that will be re- membered by so many people for there unique ways. He was one. We will miss this clown so much.

To be eligible to enter the 2018 Level 1 Cham- pionship, an exhibitor must: • Be Level 1 eligible in the class they wish to enter as of January 1, 2017. • Be an AQHA member at the time of entry and at the time of the 2018 Level 1 Championships. • If a competitor graduated out of Level 1 in the 2017 show season, he or she is still invited to enter the event. • If you have won a class at a Level 1 Championships, you cannot show in that same class at future Level 1 Cham- pionships, including the 2018 Level 1 Championships. However, you can still show in that class at AQHA shows (ex- cluding the Level 1 Championships) until you meet the point level. You can still show at the Level 1 Championships in any other class(es) for which you are still Level 1-eligible. Learn more about AQHA Rule SHW245.3 in the AQHA Official Handbook of Rules and Regu- lations. Level 1 eligibility is determined
on a class-by-class basis. Exhibitors are encouraged to use the online level veri- fication system at
www.aqha.com/lev- eling to determine if they are Level 1-eligible in a particular class. The AQHA Level 1 Championships feature Rookie classes, sponsored by B&W
Trailer Hitches, and Level 1 classes. The shows offer a variety of events and activities for competitors, friends, fam- ily and spectators to take part in throughout the show, including free Ride the Pattern clinics taught by AQHA Professional Horsemen. The Level 1 Championships are intended for exhibitors to learn and grow in the show arena while sharpening their horseman- ship skills. The shows provide a safe en- vironment for AQHA members to be showcased in a championship arena and to compete to earn prizes for their ded- ication. The AQHA Level 1 Champi- onships are slated for spring 2018 with the AQHA Central Championships held in Oklahoma City, kicking off the trio of championships. The AQHA West Level 1 Championships in Las Vegas, and the Nutrena East Level 1 Champi- onships in Raleigh, North Carolina fol- low that show. Exhibitors can compete at only one of the three Level 1 Cham- pionships each year. For information, visit
