Broadband Cllr Stanbridge had information on a scheme involving subsidised broadband installation worth up to £350, provided applicants met three criteria. Flooding There was despair that the EnvironmentAgency (EA) would ever take action. MBC had commissioned a consultant, Arcadis, to look at the EA report on flood alleviation and whether the Teise storage scheme was viable. The Arcadis report was awaited. Traffic restrictions There was a meeting to discuss puing in restrictions on HGVs on East Street and other areas. CllrWard suggested that a working party be formed to tackle traffic issues. Cllr Goddard said taking details of the lorry company and calling them could be carried out by a working party. In the interim, the clerk would write to the police and crime commissioner as the police had taken no action.
Langley
Annual parish meeting This was well aended by residents and the issue of the withdrawal of the bus service from Langley Heath was the key concern raised. A meeting was held the following day with Arriva to discuss the issue and start the process of looking at feasible options to help bus travel for the village. Troon House An appeal had been lodged regarding an application for a two-storey five-bedroom house on Suon Road with garages, equipment store, parking and turning area and access, and would be heard at a planning inquiry on June 8 at Maidstone House. Correspondence Concerns had been raised by residents about vehicles parking near the junction of Horseshoes Lane and the A274 Suon Road, causing visibility to be obscured when exiting the
lane.Ameeting would be arrange to discuss this with the landlord of the Poing Shed. Village hall Ray Cuthbert had retired from the Village Hall Management Commiee after being chairman for 10 years.A replacement had not yet been appointed.
Linton
Co-option Linda Poer was co-opted to the vacancy on the parish council. Highways Repairs had been done in Redwall Lane and Lacey’s Lane.A large pothole at the top ofWesterhill would be reported to KCC. Safe crossing The current proposal for the A249 crossing outside the village hall was to move the bus stop towards the entrance of the car park, fill in the steps from the car park onto the road and have an additional gateway feature at the entrance of the village. Public comments It was reported that the drains and gullies along the A229 on Linton Hill needed clearing. The clerk would contact Kent Highways.

Defibrillator County Cllr Paulina Stockell had given a grant of £466 to the parish council for a defibrillator, but further funding may be needed as the cost was about £1,500. Planning The chairman had been informed that trees were being felled on land at the Exclusive Brethren school next to Linton Park. No planning permission had been received. Borough Cllr Brian Mortimer would raise the maer with Maidstone Council enforcement office and the chairman would contact the headteacher. Speedwatch Cllr Cresswell had taken over fromMrs Sawyer who was thanked for her work on the scheme over the years.

Police report There had been 10 crimes in the month before the meeting: four non- domestic burglaries; three cases of criminal damage and three thefts.A vehicle linked to various crimes had been seized; youths had been seen smoking drugs and there had been a report of people smoking cannabis in a parked car. Marden in Bloom The clerk had been asked to speak to the caretakers to confirm they were happy to water four planters. This was agreed. Local plan Modifications to the Maidstone Borough Council (MBC) draft local plan had been discussed. The second retail designation area at Church Green was not noted on any documentation but was in the emerging Marden Neighbourhood Plan. Highwood Green’s 110 dwellings were not noted in the plan. The two economic areas were not included in Policy DM21 – this did not accord with SP9. Southons Field It was agreed at the amenities commiee meeting to look at smaller sheds. The clerk would look at installation costs and email the cubic capacity to MBC to check whether planning permission was required. Leasing of van Further details regarding the comparison of petrol to diesel had been circulated and it was agreed to lease a petrol van, although the waiting time was 12 weeks. The clerk was asked to add an item in the S106 document regarding leasing electric vehicles and electric charging points in the village. The clerk would also look at the cost of fiing a tow bar and roof rack. Amenities commiee Cllr Boswell thanked Cllr Newton for mowing the playing field and Southons Field while the caretaker was off sick.Wicksteed were the preferred providers of the under 5s play area at Napoleon Drive. Appledown Grange Street names agreed were confirmed as RamsdenWay and Roberts Close. Lier pick Thanks were expressed to everyone who took part. Areas of flytipping had been reported to MBC, which should be made aware of howmuch this issue had increased.

Lorries Road signs saying Unsuitable for HGVs would be installed at theWents crossroads for Ulcombe Hill and at the Grafty Green end of Eastwood Road. Lenham Road traffic survey Kent Highways confirmed that a meeting would take place to discuss the survey results and
signage options. Pye Corner drainage Kent Highways had inspected the situation and would be taking action. Jubilee Corner Large logs would be placed around the island to protect the 200-year- old oak trees from vehicles compounding the soil and damaging the roots. Coffee and information It was agreed, together with the landlord, for the Action with Communities in Rural Kent Coffee and Information Project van to visit the village in The Harrow car park on a monthly basis. The first visit is on Tuesday, May 16, between 10am and noon, and then on June 13, July 11 and monthly thereafter. Free tea, coffee and cakes will be offered. Local Plan Notification of the Maidstone Council Local Plan consultation on the proposed main modifications had been received. The closing date for comments was Friday, May 19. Play area It was agreed to explore the funding options and the next steps for any upgrade of the play area.

NatWest The NatWest’s newly-appointed community banker had provided details about her proposed role and these would be placed on the village website. Parish surgery Topics discussed included Staplehurst Youth Club,Wimpey Field, the former golf driving range, land adjacent to South Coage in High Street, Sainsbury’s, volunteer lier picking, road sweeping, delay in Maidstone Council’s processing of planning application, land north of the railway line, the post office. Bus stop signage The clerk would investigate the possible options for signage at bus stops including the cost of installing on a trial basis, a real time system at one of the key bus shelters owned by the parish council. Wimpey Field Medway Valley Countryside partnership had offered to run amini bio-bli atWimpey Field. This would be a community event when people could help survey and record wildlife, join craft events and enjoy guided walks. Expenditure of £250 was agreed for the event and the requested date wasAugust 23 to avoid clashing with the summer play scheme.
