The Mandates of ICLEI upon utilities through their Green Communities (GC) Program to “implement climate action plans”: 1. Whom they are to work and contract with; 2. What goals they will have; 3. Standardized energy data collection; 4. Additional possible demands; 5. The ultimate goal – 100% compliance by the year 2020.
1. Who they will work and contract with: PG&E is told they will contract with seven different NGOs and government organizations to provide the GC Program services and products. They are told who the government agencies will be: “PG&E will contract with the Association of Bay Area Governments (ABAG), the Association of Monterey Bay Area Governments (AMBAG), the Great Valley Center (GVC), the Sierra Business Council (SBC), and Local Governments for Sustainability (ICLEI) to provide GHG inventory and climate action plan development assistance and resources to foster benchmarking.”
2. Their goals are determined for them: “Major program activities fall into three sub- programs… a. Statewide Assistance for Local Governments (Statewide Program); b. Climate Planning Assistance for Local Governments (Climate Program); and c. Fluorescent Lamp Recycling Program (FLR Program)”
3. Standardized energy use data collection “for climate planning purposes:” “PG&E has collaborated with ICLEI to develop standardized reports to provide local governments aggregated non-customer specific data on the GHG emissions associated with their electricity and natural gas use at the municipal level and at the community-wide scale.”
4. Other possible demands: “include integrated audits, coordination and alignment of emergent residential retrofit programs, or green building support.”

Doesn’t all this sound like a little too much big brother dictating to you what you should be doing or not doing – all under the excuse of climate action planning? Who has ever been able to plan what the climate is going to be like anyway? Weather is very unpredictable. What a shaky house of cards to be basing all of this planning on! We urge you to drop your affiliation with ICLEI!
