THE HAZARDS AND RISKS FROM WIND ENERGY


Risk = Likelihood x Consequence Severity


Wind Energy, as with any human endeavour, is not without hazards and risks. However, before we jump into looking at these, it is important to go back to basics and understand what these terms actually mean. They are often used interchangeably, along with other associated terminology, which leads to confusion.


“A hazard is something [e.g. an object, a property of a substance, a phenomenon or an activity] that can cause adverse effects” [HSE]. A hazard therefore has the potential to cause harm or loss should an unwanted event occur. The effects of such an unwanted event are known as consequences which could impact on health, safety, the environment, property, plant, products and reputation. A risk is the product of the likelihood of the unwanted event occurring and the severity of the consequences.


Hazard: Tigers. Unwanted Event: Tiger(s) escape. Potential Consequences: Injury/death, property damage,mass panic/hysteria and temporary or permanent closure of the zoo.


The severity of these consequences will depend on a range of factors including the number of people in the zoo, the number of tigers, and whether the tigers have been recently fed!


The likelihood of a tiger escaping is largely dependent on the robustness of security arrangements, the integrity of the cage, and the extent to which it is provoked!


Risk: Likelihood of escape of a tiger multiplied by the severity of the potential consequences.
