men of excellence Donald M. Allen Donald M. Allen is currently vice president at VITEC LLC. He is also a
senior executive officer at Global Automotive Alliance (GAA). Prior to joining the GAA companies, Allen was chairman and CEO of an automotive supplier of injection molded plastic product and assemblies with multimillions in sales to General Motors, Ford, Chrysler and Toyota.
Allen also held positions at General Motors at the corporate, divisional
and plant levels. He spent significant time in the Labor, Benefits and Human Resource staffs at GM. His career included strategic planning in disciplines such as corporate reputation, identify emerging market opportunities, after market and non-core automotive products, and services sales for GM.
Allen earned his Juris Doctorate from the University of Detroit School of
Law. He earned his bachelor’s degree in Business at Wayne State Univer- sity.
Allen is on the advisory board for Baker College. He has been a supporter
and participant in adopt-a-school programs for the Detroit Public Schools. He is also involved in mentoring and tutoring programs for the Detroit Public Schools.

Darwin Beacham Chief Financial Officer
Darwin Beacham is the chief financial officer for the Detroit Branch NAACP.
He was hired in 1990 by then Executive Director JoAnn Watson. In this po- sition, Mr. Beacham serves as the project manager for the Detroit Branch NAACP’s Fight For Freedom Fund Dinner. In addition, he oversees financial reporting, accounts receivable/accounts payable and payroll.
Prior to serving as chief financial officer, Mr. Beacham was employed as
an accountant for the Wayne County Treasurer. He also has experience as an entrepreneur, running his own business for several years.
Mr. Beacham received his Bachelor of Science degree from Mississippi
Valley State University in 1981. He attended Mississippi Valley on a baseball scholarship. He is a graduate of Hazelhurst High School located in Hazlehu- rst, Mississippi.
He and his wife, Peggy, have three children, Shekitra Green, Darwin Jr. and Sterling, and three grandchildren Artland, Artirah and Artrail.
✦ Kevin L. Bell Kevin L. Bell, a native of Detroit, was named senior manager – Diversi-
ty Supplier Development in January 2009. He is responsible for providing access, growth and development opportunities to disadvantaged suppliers. Additional responsibilities include, establishing and monitoring progress toward annual minority spending and supplier participation goals, as well as interacting with leaders in the community.
Previously, he has held senior management positions in Purchasing, Prod-
uct Strategy and Finance. His leadership interests are extensive, and include service as board
member of Real Life 101 Scholarship Fund, a scholarship program for at-risk African-American males; board member of the Farmington Hills Home Loan Board; board member of the Michigan Minority Supplier Diversity Council (MMSDC); Michigan Hispanic Chamber of Commerce (MHCC); Canadian Aboriginal and Minority Supplier Council (CAMSC); and Billion Dollar Round- table. He has prior affiliations with the Boy Scouts of America and Junior Achievement.
Mr. Bell’s educational background includes a bachelor’s degree in accounting and a master’s
degree in business from Wayne State University. He is a certified public accountant as well as a certi- fied procurement manager. He is a recipient of the 2007 DaimlerChrysler Procurement Professional of the Year award.
✦ Robert C. Bobb Robert C. Bobb has served as emergency financial manager of the 87,000-
student Detroit Public Schools since March 2, 2009. He assembled a team of national turnaround experts to address the dis-
trict’s legacy deficit which was projected to peak at $305.8 million by June 2009, and to create for the school district a Master Education Plan for 21st Century Teaching and Learning; plans for Safe and Secure Learning Environ- ments; Facilities; and Parent and Community Involvement; as well as a Master Long-Term Financial Plan. Immediate establishment of an Office of the In- spector General (OIG) began a path to eliminate waste, fraud and abuse, and creation of an internal Office of Internal Audit assured that internal controls were in place.
At DPS, Mr. Bobb’s efforts have resulted in successful passage, by a 61-
39 percent margin, of a $500.5 million bond issue for use of federal stimulus funds to build and/or modernize 18 schools, an enrollment drive that exceed- ed budgeted projections by some 900 students, creation of Emergency Stu- dent Achievement Summer School Academies serving 34,000 children and retaining $30.5 million in Federal Title funds, restoring the Detroit Public Schools Foundation, and ratification of a new reform contract with the teachers union. Recently a pledge to have all Detroit children reading at grade level in third grade by 2015 resulted in the launch of the DPS Reading Corps, attracting more than 5,300 volunteers.
Mr. Bobb has more than 30 years of executive management experience in both the private and
public sectors. He is the owner, president and CEO of the LAPA Group, LLC, a multifaceted pri- vate/public sector consulting firm. He was elected city-wide as the president of the Washington, DC Board of Education in November 2006. He is the former city administrator and deputy mayor for Washington, DC. and served as the District of Columbia’s Homeland Security advisor. He was City manager of Oakland, California, and executive director of the Oakland Redevelopment Agency, city manager of Richmond, Virginia, City Manager of Santa Ana, California, and city manager of Kalama- zoo, Michigan.
Mr. Bobb earned a Bachelor of Arts in Political Science from Grambling State University and a
Master of Science in Business from Western Michigan University. He is a fellow of the 2005 Broad Foundation Urban Schools Superintendents Academy, founding president of the City of Oakland, California African American Chamber of Commerce, fellow of the National Academy of Public Ad- ministration, member of the ICMA, fellow of the Thomas Jefferson Program in Public Policy at the College of William & Mary, and former member of the Board of Visitors of the Virginia Military Insti- tute.
✦ Gary A. Brown Detroit City Council President Pro Tem Gary A. Brown was elected based
on his visionary leadership and nearly 30 years of service to Detroiters. He serves as chair of the Public Health and Safety Standing Committee. His main areas of focus are increasing public safety, improving education and balancing the budget.
Councilman Brown has a proven track record of being able to work with
community organizations, civic groups, and business and private sectors that empower citizens to take charge of their own destinies and reclaim their neighborhoods.
During his 26 years of service with the Detroit Police Department, Mr.
Brown rose through the ranks with honor and distinction. He served the com- munity as commander of the 1st, 3rd, 9th and 11th precincts. He also pro- vided executive direction in a variety of critical areas, including Gang Squad, Narcotics and Internal Affairs. At the time of his retirement, Brown had at- tained the rank of deputy police chief. One of his proudest accomplishments was being the first African American to receive the highest score on the Police Lieutenant’s Promotional Examination.
Gary Brown holds a Bachelor of Science degree in Criminal Justice, a Master of Science. He at- tended the FBI National Academy, as well as Northwestern University’s Staff and Command.
✦ Godfrey Joseph Dillard Godfrey Joseph Dillard’s practice is litigation and ranges from education
matters to civil rights. He is also an adjunct professor at Wayne State Law School and a part-time judge in Atlanta, Ga.
From 1979 to 1981, he was a Foreign Service officer, United States
State Department, where he served as deputy counsel general, Democratic Republic of the Congo.
Mr. Dillard was lead counsel for Defendant Intervenors in the University
of Michigan Grutter/Gratz admission cases decided by the United States Supreme Court, which affirmed the use of affirmative action in higher edu- cation.
He received his Bachelor of Arts from Eastern Michigan University; Juris
Doctor, University of Michigan Law School; Master of Arts in International Affairs, George Washington University; and Certificate in Foreign Law, Co- lumbia University Law School. He is a member the Bar of the United States Supreme Court, United States Court of International Trade, State Bar of Michigan and State Bar of Georgia.
Mr. Dillard has served on the National Advisory Council, United States African Development
Foundation; Greater Detroit Foreign Trade Zone; Michigan District Export Council; Wayne County Neighborhood Legal Services; and as chairperson of the International Law Section, State Bar of Michigan.
He received the 2001 Champion of Justice Award, State Bar of Michigan. In 1999, the Michigan Lawyers Weekly named him Lawyer of the Year.
✦ Reginald J. Eadie, MD Reginald J Eadie, MD is a board certified emergency medicine physician
by training and is currently the vice president of Medical Affairs at Harper University and Hutzel Women’s hospitals. For the last 15 years he has de- dicated his time and research to addressing challenges facing inner city youth and eradicating overweight and obesity within the state of Michigan. Last year he completed his first book entitled “How to Eat & Live Longer” and is soon to release a second one, “Eating From the Tree Of Life.” Since its release, his first book has been appeared on numerous best sellers’ lists. He has been featured in Ebony magazine and has been heard across the country in person and as a guest on many radio shows.
His works are done on the premise that “my people perish because of
the lack of knowledge.” As a product of the Detroit Public Schools, Dr Eadie has committed to giving back to the citizens of Detroit by sharing what he has learned while studying at the Wayne State University School of Medicine, working in Detroit Emergency Department and while working as a weight loss physician for over eight years.
He often asks, “If you don’t take care of your body, where will your soul reside?” Olisaeloka I. Dallah Olisaeloka I. Dallah is a Michigan native and a 1998 graduate of the Uni-
versity of Michigan, Ann Arbor campus. He earned a dual Bachelor of Arts degree from the University of Michigan, and a Master of Business Admin- istration from Michigan State University’s Executive MBA Program (May, 2007).
Mr. Dallah’s tenure at Greektown Casino started in April of 1999. His
current reporting responsibility is directly to GTC’s Management Board (as their vice president of Compliance and Internal Audit). His oversight has included the following departments: Compliance (currently), Internal Audit (currently), Security, Phone System (PBX), Purchasing, Diversity Programs, and Entertainment. His day-to-day duties include, but are not limited to, overseeing budgets and divisions, administering/reporting and interpreting administrative rules regarding State of Michigan laws/rules (from the Michi- gan Gaming Control Board, Michigan State Police, and Michigan Liquor Control Commission), Fed- eral Government Agencies (FBI, FINCEN (IRS), Secret Service), and GTC’s Development Agreement with the City of Detroit, focusing on hiring practices of Detroit residents, and procurement spending with Detroit, minority, women, small and Detroit resident businesses.
Mr. Dallah enjoys golfing and mentoring. He is a member of Omega Psi Phi (Phi Chapter from U-M and Tau Kappa Kappa of Southfield).

June 9-15, 2010 Raymond Card Raymond Card, business development and local economic manager for
Emerson Process Management Water Automation Solutions, is a native Detroiter and graduated from Northwestern High School and the University of Detroit with a Bachelor of Science in Electrical Engineering (1980).
He has 30 years of experience with General Motors, Westinghouse and
Emerson in engineering, management, sales and marketing. He is past winner of the coveted Westinghouse Inner Circle and Emerson Presidents Circle Awards. As business development manager he is responsible for business opportunities in Ohio and Michigan, concentrating on the Detroit market. He has managed a Local Economic Development program, award- ing over $70 million in contracts to Detroit minority businesses and $750 million in scholarships to DPS graduates studying engineering at WSU or WCCCD. He started a college and high school intern program, providing urban students with technical and business experience.
Mr. Card currently serves on the Board of Directors for Easter Seals of
Michigan (past vice president) and Corinthian Development Incorporated. He is a past member of the Board of Directors of UNCF and Northwest Optimist Club. He is an active member of the North- western High School Alumni Association, Friends of Cass Tech, NAACP and DAPCEP and mentor for urban youth. He is co-owner of the Whittier Place Café and Catering.
✦ Cedric Cook Cedric Cook has served the City of Detroit for 29 years and is currently
employed in the Information Technology Services Department as a senior data processing programmer/analyst. He has worked at the Workforce Development and the Detroit Water and Sewerage departments and is a member of S.A.A.A. Union. He has several degrees, and certifications in- cluding a Bachelor of Business Administration, a Master of Arts in Human Resources and is doctoral candidate in Multiculturalism, has a real estate license and is a certified teacher.
