DETROIT RECREATION DEPARTMENT REQUEST FOR PROPOSALS
CROWELL RECREATION CENTER 2010 DESIGN/BUILD RENOVATIONS
The Detroit Recreation Department (DRD) is accepting pro- posals from firms for a single contract to complete design/build renovations at the Crowell Recreation Center, 16630 Lahser, Detroit, MI.
This project consists of providing all necessary design work, architectural/engineering work, materials, labor, equipment and disposal costs, permits, testing and inspection costs, su- pervision and any other required general conditions and inci- dental work as shown or implied in the RFP Documents.
Sealed responses to this Request for Proposals will be re- ceived by the Detroit Recreation Department until 4:00 P.M.
(EST), April 28, 2010 – Attn: Vincent Anwunah, AICP, General
Manager, 18100 Meyers Road, Detroit, MI 48235. Any and all late proposals will be rejected.
A mandatory pre-submittal meeting will be held on Wednes- day, April 21, 2010 at 10:00 A.M. at the Crowell Recreation Center site. All firms are required to familiarize themselves with the RFP Documents prior to the mandatory pre-submittal meeting. Any and all proposals submitted without the firm at- tending the mandatory pre-submittal meeting will be rejected.
All proposals must agree to comply with the requirements
of Fair Employment Practices, the City of Detroit’s Equal Em- ployment Opportunity (EEO) Ordinance and Human Rights requirements. This project is funded through the Federal American Recovery and Reinvestment Act of 2009, therefore all related federal requirements shall apply, including Davis- Bacon Act wage rates, the ARRA Buy American Requirement, the H.U.D. Economic Stimulus Funding – Section 3 Clause, and Federal Department and Suspension Certification.
The successful firm will be required to furnish a satisfac-
tory performance bond and labor and material payment bond in the amount of one hundred percent (100%) of the contract price, as well as furnish satisfactory insurance as specified by the DRD.

after Monday, April 12, 2010 at the Detroit Recreation Depart- ment, 18100 Meyers Road, Upper Level, Detroit, MI 48235.
Withdrawal of any proposal is prohibited for a period of ninety (90) days after the scheduled closing time for receiving of proposals. The DRD expressly reserves the right to accept or reject nay or all proposal(s), waive any non-conformity, to re-advertise for proposals, or withhold an award for any rea- son, and/or take any other appropriate action that the DRD considers to be in its best interest.

PROJECT DESCRIPTION – The Work, Lawns, Berms, and Tree Repairs, Contract No. DWS-878, includes, but is not necessarily limited to, furnishing all material, equip- ment and labor necessary for permanent restoration of approximately 10,000 lawns or berm locations damaged as a result of maintenance repair work of the City’s wa- ter system. The work includes furnishing and placing of approximately 25,000 cubic yards of topsoil in a surface course on a suitably prepared base; furnishing and placing approximately 10,000 square yards of approved live sod on a prepared bed of topsoil; furnishing and sowing with seed an area of approximately 900,000 square feet on a prepared bed; furnishing and installing approved fertilizer; furnishing, laying and anchoring approximately 900,000 square feet of mulch material, planting approximately 20 trees and providing the required fertilizer plus maintaining each location as required to establish a viable repair; plus maintenance of the newly repaired lawns or berms by wa- tering, mowing, weeding, resodding, reseeding, trimming, fertilizing and all other maintenance necessary to produce and establish a viable berm or lawn repair. The work will be located throughout the City. There may, on occasion, be repair sites located in Suburban Communities. A more detailed description of the Work is stated in Exhibit A, Gen- eral Description of work and project.
The sites are located in various streets at various locations throughout the City.
BIDDING DOCUMENTS – Beginning Thursday, April 8,
2010, Sets of Bidding Documents may be obtained from the Detroit Water and Sewerage Department, 1501 Water Board Building, 735 Randolph, Detroit, MI 48226 on Busi- ness Days between the hours of 8:30 A.M. and 4:30 P.M. Copies may be obtained upon the payment of $100.00 per set, in the form of a certified or cashier’s check made
payable to the Detroit Board of Water Commissioners (which will not be refunded).
Bidding Documents will be shipped only if the requesting party assumes responsibility for all related charges.
BID SECURITY – Each Bid shall enclose Bid Security, as specified in the Instructions to Bidders (and Section 00310, Bid Bond), in the amount of five percent (5%) of the Bidder’s Bid.
PRE-BID CONFERENCE – A pre-bid conference will not be held for this contract. Any Administrative questions may
be answered by calling Daniel Edwards at (313) 964-
9471 and please submit any technical questions in writing in accordance with Section 100 “Instructions to Bidders”, Article 4. Addenda may be issued, in response to issues raised, or as the Owner and/or Engineer may otherwise consider necessary.
LOCAL CONTRACTING REQUIREMENTS – Local re-
quirements applicable to this contract are reproduced in their entirety and available for review on the Detroit Water and Sewerage Department’s website: www.dwsd.org. Po- tential Bidders are specifically directed to review require- ments of this contract before submitting their bid. Please
be advised that DWSD will not accept joint ventures on this project. NOTE: Prevailing Wage Rates must be updated and paid each year by the contractor and sub- contractors for the duration of the contract.

AWARD – Subject to any agreed extension of the period for holding Bids, Bids shall be open for acceptance by the DWSD for 180 days after the date of Bid opening.
