He was born
Nov. 20, 1925 in Somerville, Tenn. He came to Detroit in 1950, seeking employment. He found a job at Gen- eral Motors, and worked there for 40 years before re- tiring.
He was an active
member of New Mt. Moriah Missionary
Baptist Church. He was a loving
husband,
ed father, grandfather
devot- loving and
dedicated brother. He was also a favor- ite uncle and faith- ful friend.
He and his
friends formed a social club called the Progressive 11. He enjoyed music and spending time with friends and family.
He is survived
by his children, Elaine, Darryal, Tanya, Tony and Derrick; 12 grand- children; 17 great g r andchi ldr en; sister, June Wat- kins; and many others.
Interment was
at Westlawn Ceme- tery. Arrangements were handled by Swanson Funeral Home.

HOUSING AND HOMELESS NEEDS ASSESSMENT
This section describes housing needs by income group, owners and renters, the elderly, individuals, large families, persons living with HIV/AIDS, the disabled, public hous- ing residents, the homeless, and other persons with special housing needs. It describes the needs of households where the cost of housing is great compared to income, and of racial and ethnic groups with disproportionate housing needs. This section also examines over-crowding, the need for sub-standard housing rehabilitation, and lead based
paint hazards.
HOUSING MARKET ANALYSIS
This section examines affordable housing supply and demand. Special attention is given to housing conditions, costs, racial and ethnic group concentrations, and low-income persons. Also included, the availability of public housing and publicly assisted housing, homeless facilities and services as well as special needs housing and services. Public housing unit conditions and efforts to improve management and public housing operations are also covered. Affordable housing barriers are examined, including public
policies (taxes, fees, zoning, code enforcement, etc.) impacting low and moderate income housing costs for individuals and families.
STRATEGIC PLAN
This section discusses the priorities for providing affordable and supportive housing assistance over a five-year period. It also discusses the housing delivery system includ- ing the government agencies, financial institutions, non-profit agencies, private developers, and other organizations involved. This section outlines the City’s anti-poverty strategy, non-housing community development priorities and strategies, to remove barriers to the provision of affordable housing and strategies to eliminate lead-based paint
hazards.
ACTION PLAN
The 2010-2011 Action Plan continues the goals and strategies contained within the 2005-2010 Strategic Plan. This section also provides project descriptions, locations, and funding amounts proposed for the 2010-2011 program year.
CERTIFICATIONS
This section provides the certifications required by HUD related to the implementation of the CDBG, HOME, ESG, and HOPWA programs.
MONITORING AND EVALUATION PLAN
This section describes the procedures the City will use to monitor progress in carrying out its strategies and activities. It also describes how the City will evaluate its pro-
grams.

BACKGROUND
The HUD 2005-2010 Consolidated Plan is a five-year Strategic Plan with annual Action Plan updates. The Strategic Plan describes the needs, conditions, goals, objectives, priorities, strategies, resources and programs related to community development, affordable housing, homeless persons and families, and persons with special needs, includ- ing persons living with HIV/AIDS. The HUD 2005-2010 Consolidated Plan has been extended through 2011. The 2010-2011 program year marks the sixth annual Action Plan update for the 2005-2010 Consolidated Plan.
The Action Plan is the City of Detroit’s annual funding application for the following HUD programs: • Community Development Block Grant (CDBG) • HOME Investment Partnership (HOME)
• Emergency Shelter Grant (ESG) • Housing Opportunities For Persons With AIDS (HOPWA)
PUBLIC REVIEW
This notice provides a summary of the HUD Consolidated Plan and the 2010-2011 Draft Action Plan. The complete Draft Action Plan will be available for public review
