LGSS currently supports a range of public- sector partners and working across these partners can be a challenge, but also offers great opportunities. The challenge when partnering or sharing
services requires clear agreement on how you transition services. Issues often include some partners having
to step backwards before moving forwards as you start to align, but can also be something as simple as how to meet the needs of everyone in terms of local collection policies.
Being clear A clear set of design principles prior to entering into agreement can smooth this period and also ensure teams delivering change have a clear set of objectives and reference points to communicate progress. Agreeing a single way of working, where
possible, always brings greater value. However, recognising where differences are present can foster better relationships as partnerships develop. As part of exploring opportunities, we are exploiting the value that scale can bring,

in particular opportunities with shared technology or considering how to work with suppliers, such as enforcement agents. The opportunity to increase value through cross- organisational procurement can provide significant cost savings and added value. When this value is included together with
operational savings from single processes and procedures and larger operations, you can very quickly start to make a credible case for partnership.
Exploring opportunities We are currently exploring opportunities to develop our future relationship with our enforcement agents and also our approach
to technology. Both of these are expected to generate significant benefits. In addition we will be going live with a
Gold Build ERP system that will see all of our financial reporting, accounts payable, and accounts receivable functions sitting in a single system. This system will support all of our shareholding organisations in Northamptonshire, Milton Keynes, and Cambridgeshire, and this solution will also be available to other public-sector organisations, which are interested in exploiting the IPR that we have developed during our own implementation. The value relating to this alignment
alone is savings of nearly £10m and, when combined with future strategic procurement and technology development, provides a compelling case for building increased organisational scale. The Revenue and Benefits team at LGSS
provides an award-winning end-to-end service for Milton Keynes and Northampton Councils. In addition, Horsham District Council will be joining the partnership in April 2018 and LGSS has the primary aim of delivering enhanced value for money to its partners through further growth. Working with public-sector shareholders
can help to minimise the need to buy services from the private sector, but also improve how we work with this sector to increase the value of bought in services. LGSS is a joint committee between
Milton Keynes, Northamptonshire and Cambridgeshire Councils and LGSS Revenues and Benefits operates a separate joint committee with the addition of Northampton Borough Council. CCR2
