Heat pump specifi cation simplifi ed
Heat pump selection can be a minefi eld, but things just got easier due to a collaboration between Eurovent Certifi cation and the Energy Technology List, as Ian Butler, UK partnership manager at Eurovent Certifi cation, and Tom Lock, consulting director at ICF and Programme Director for the ETL Scheme, explain.

y aligning testing standards, Eurovent Certifi cation and the Energy Technology List (ETL) have streamlined the ETL listing process for manufacturers and simplifi ed
product selection for specifi ers, helping end users reap the rewards of sustainable heat pump technology. Despite a downturn in heat pump sales across much
of Europe, the UK market is prospering. According to the European Heat Pump Association (EHPA), while Europe experienced a 23% decline in heat pump sales in 2024, the UK saw a 63% increase. This growth is partly driven by government incentives such as the Boiler Upgrade Scheme. However, long-term success depends on consumer confi dence, which in turn relies on HVAC decision makers selecting the right products that deliver on performance and sustainability.
Harmonising testing standards Heat pumps are vital to the UK’s journey to Net Zero.

Therefore, reliable tools to identify high-performing, energy- effi cient products are a great benefi t to decision makers. The Energy Technology List is a UK-specifi c scheme featuring around 8,000 independently verifi ed and accredited energy-effi cient products across 65 sub-technology groups. Backed by the Department for Energy Security and Net Zero (DESNZ), products featured represent the top 25% for energy effi ciency in the market in their class. The scheme is free for both manufacturers and specifi ers. It helps UK businesses and the public sector make greener energy choices by selecting the most energy-effi cient products. Eurovent Certifi cation is a third-party certifi cation body that assesses the performance and energy effi ciency of HVAC and refrigeration products. Trusted worldwide, Eurovent Certifi cation programmes independently verify product performance via a stringent and impartial certifi cation process, which includes laboratory testing, factory audits, software assessment, and data consistency checks. Because products are evaluated comprehensively and equally, HVAC professionals can rely on verifi ed, accurate, like-for-like data when making product comparisons and purchasing decisions. on products including evaporative air coolers, professional refrigerated storage cabinets and refrigerated display cabinets. Eurovent-certifi ed manufacturers can use Eurovent test reports to apply for the ETL, provided the products meet ETL’s strict energy performance criteria. This reduces the need for duplicate testing, saving time and costs for manufacturers while expediting the ETL process. The new alignment means that Eurovent-certifi ed heat pump manufacturers with certifi cation under the Eurovent Certifi ed Performance, MCS for Heat Pumps or NF414 programmes can use their test reports to apply for the ETL under fi ve sub-technologies: ■Air-to-water heat pumps ■Air-to-air heat pumps, split, multi-split ■Water or brine to water heat pumps ■Water to air heat pumps, multi-split ■Air to domestic hot water heat pumps. This alignment makes it easier for manufacturers to
showcase their products to energy-conscious buyers. This means more confi dence in selecting high-performing, energy- effi cient heat pumps for HVAC professionals.
Heat pump visibility Eurovent Certifi cation’s partnership manager, Ian Butler,
said: “Creating synergy between ETL and Eurovent Certifi cation streamlines the ETL entry process while ensuring testing standards remain trusted, comprehensive and robust. As a government-backed initiative, the ETL removes risk for product decision makers, helping them identify the most energy-effi cient products to meet both decarbonisation goals and project requirements. By choosing products on the ETL that are also Eurovent Certifi ed, professionals have double the guarantee of performance and sustainability.” Tom Lock, consulting director at ICF and programme
director for the ETL Scheme, said: “We are delighted to expand our alignment with Eurovent Certifi cation as this refl ects the ETL’s commitment to remove barriers and make it easier for manufacturers to have their energy-effi cient products listed, thereby off ering greater choice for purchasers and specifi ers.” Energy Technology List:
