Capital Banking Solutions gains first core banking system taker in Burundi
Banque de Gestion et de Financement (BGF) has kicked off the implementation of the CapitalBanker core banking system from Capital Banking Solutions. The new software will replace a locally developed Cobol-based legacy system that ‘could not address the bank’s development any more’, according to Elie Zoghaib, direc- tor of operations in Africa, Capital Bank- ing Solutions. CapitalBanker will support all major front-to-back office activities at BGF. Go-live is scheduled for September 2015. This is the first deal for the vendor in
Burundi. It landed the contract in Decem- ber last year, following a 19-month system selection. There was an RFI and RFP, says Zoghaib, followed by presentations to the bank. It is understood that Tunisia-based Informatique Developpement et etudes (IDEE) bid with its Ibank core system and so did Sopra Banking Software with its Amplitude offering (formerly Delta-Bank from Delta Informatique). Amplitude already has users in Burundi, including Bancobu and Banque Commerciale de Burundi. Zoghaib says that BGF’s main require-
ments comprised new technology, broad coverage of the bank’s needs, the avail- ability of e-banking functionality and a quick implementation. ‘We made a clear, all-inclusive offer (licence, services, servers etc included), we respect the deadlines and our application is flexible to parame- terise,’ says Zoghaib. CapitalBanker will support the cus-
tomer database, teller operations, loans, deposits, savings, limits, guarantees, doc- umentary credits and remittances, drafts, transfers, cheque clearing, treasury, forex, compliance and regulatory reporting, and internet banking at BGF. The project team has now finished
the analysis and the technical installa- tion. Settings, training, interfaces, data migration and testing are to follow. ‘Our main challenge is to be compliant with local regulations,’ says Zoghaib. As BGF is the first taker of the Capital Banking Solu- tions’ core system in the country, ‘it will be closely observed by other local banks and create new opportunities for us’, he adds.

Rwanda and Tanzania are also prom-
ising markets for the vendor, as banks here are keen to convert from home- grown applications or those developed by local firms. ‘There are a lot of RFPs being issued and a lot of competitors present in
the region,’ Zoghaib observes. The mar- ket has been quiet until recently, with the only known project prior to BGF being the 2013 arrival of Tanzania-based banking group CRDB, supported by Misys’ Fusion- banking core banking platform.

National Bank of Moldova (NBM) is back to market for a new core banking system, inviting vendors to submit bids to provide the software and related services. On the way out is an old version the Vabank platform from Russian vendor Flexsoft, which dates back almost a decade at NBM. Vendors have until 11th May 2015 to respond to the tender. This time last year NBM issued an almost identical tender, inviting vendors to
replace the core banking system and install new ERP software (the latter is not stip- ulated in the new tender). This followed a process whereby the bank had engaged with a consultant over a number of years with the aim of re-engineering all opera- tional processes. The first phase of the $3.5 million project, the installation of the ERP system, was scheduled to be completed last month, had it gone ahead. However, it emerged at the end of last year that the original tender process, which had a submission deadline of April 2014, had been scrapped. It is thought that this was due to the timeframe stipulated by local procurement guidelines elapsing. At the time, the bank said in a statement to IBS: ‘Unfortunately, the public acquisition procedure was finalised without signing a contract.’ A source on the ground suggested that the bank had in fact been leaning
towards Misys as its partner for the project before the scrapping of the selection. TCS, with its Bancs system, Temenos with T24 and Alta Sofware, a Georgia-based supplier, were also thought to be in the running for the deal.
