Sealed Proposals from Pre-Qualified Subcontractors will be received by T. A. Loving Company in room 124 at Administrative Services Building III, 2701 Sullivan Dr., North Carolina State University, Raleigh, NC starting at 2:00pm on February 28, 2017 for the Case Commons Residence Hall

An Open Outreach and Pre-Bid Meeting will be held on February 2, 2016 in room 124 at Administrative Services Building III, 2701 Sullivan Dr., North Carolina State University, Raleigh, NC at 2:00pm. The meeting will address project specific questions, issues, bidding procedures and bid forms.

Following the pre-bid, a public session will be conducted to identify pre- ferred brand alternates and their performance standards that the owner will consider for approval on this project.

The Piedmont Triad Airport Authority will receive bids for the purchase of ONE (1) 4X4 ALL WHEEL DRIVE CAB FORWARD CHASSIS WITH LARGE SWATH 18 FOOT RUNWAY BROOM in the Stanley Frank Board Room at the Piedmont Triad International Airport until 2:00 p.m. on Feb- ruary 22, 2017, at which time and place, the bids will be opened and read aloud. Bids received after that time will not be accepted.

This vehicle shall be all-wheel drive and must be designed and manufactured in the United States, for the specific purpose of snow removal, with a mini- mum 45,000 lb. GVW rating, and a minimum wheel base of 164 inches. The configuration shall allow for front mounted attachments, forward mounted cab design with near center steering, auxiliary power unit between operator cab and rear mounted carrier engine. This vehicle shall comply with all applicable FMCSR and FMVSS quality/safety standards, and requirements of FAA Advisory Circular 150/5220-20, current edition.

All questions about the meaning or intent of the Contract Documents shall be submitted to Owner in writing by 5:00 PM EST on February 13, 2017. Replies, when considered necessary by the Owner, will be issued by Addenda on the Authority’s website ( on February 15, 2017 at 5:00 PM EST. Failure of any Bidder to review any such Addendum or interpretation shall not relieve Bidder from any obligation under its Bid as submitted.

Bid Proposals will not be considered or accepted by the Authority unless at the time of filing the same shall be accompanied by a cash deposit, cashier’s check, or certified check drawn on a bank or trust company that is insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent (5%) of the bid amount. In lieu thereof, the Bidder may file a Bid Bond in an amount equal to five percent (5%) of the bid amount executed by a corporate surety licensed under the laws of North Carolina to execute such bonds.

Each Bid and Bid Guaranty shall remain binding for a period of sixty (60) days after the opening thereof to allow time for evaluation of the Bids by the Authority. A Performance Bond will be required for one hundred percent (100%) of the contract price.

This contract is subject to the provisions of Title VI of the Civil Rights Act of 1964; Department of Transportation Regulations 49 CFR Part 21 – Non- discrimination in Benefits and Services to the Public; 49 CFR Part 30 – Denial of Public Works Contracts to Suppliers of Goods and Services of Coun- tries that Deny Procurement Market Access to U.S. Contractors (Foreign Trade Restriction); and Buy American – Steel and Manufactured Products Provision of the Aviation Safety and Capacity Expansion Act of 1990.

The requirements of 49 CFR Part 26 applies to this contract. It is the policy of the Authority to practice non-discrimination based on race, color, sex or national origin in the award or performance of this contract. The Authority encourages participation by all firms qualifying under this solicitation regardless of business size or ownership.

The Piedmont Triad Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the implementing Regulations, hereby notifies all bidders that it will affirm¬atively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
