Leeds


ParkingA resident asked about the parking at the end of Wykeham Grove. The chairman stated that the parish council had aended a site meeting with Kent Highways officers and KCC Cllr Gary Cooke to discuss the location of bollards to prevent parking on both sides of the junction at Wykeham Grove. Cllr Cooke said there was a legal requirement regarding the distance vehicleswere allowed to park from a junction and therefore, whether yellow lineswere installed or not, parking close to the junctionwas still illegal and enforceable. He stated that the installation of bollards would prevent parking on the pavement. The resident stated that he had been asking for yellow lines in that area for the past five years and no action had been taken. The chairman stated that the parish council did not wish to have yellow lines in the parish and members questioned whether they actually worked. Cllr Cooke stated that double yellow lines would require a road traffic order and a public consultation period. He suggested installing the bollards to see whether this worked and, if not, he would consider sponsoring double yellow lines. The resident stated that he was happy with this suggestion. George Lane Itwas reported there was overgrown vegetation in Georgia Lane that was forming a canopy over the road. Cllr Cooke stated that KCC would inspect this area and arrange for it to be cleared if it was dangerous. LierA resident raised concerns regarding lier on the playing field and asked if it was possible to have another lier bin installed. Cllr Bowles stated that Maidstone Councilwas currently replacing dog bins with new larger bins for both dog waste and lier and a consultation with the parish council would take place regarding the location of the bin. KCC report Cllr Cooke introduced the KCC Highways officers to the meeting. He said they had aended the meeting in their own time and thanked them for this.A site meeting had been held to look at the road hazards in Upper Street to see what could be done to make the road safer for pedestrians and road users. Sue Laporte spoke about the options for road enhancements to try to make the road visually safer. Option 1, costing £2,346.31


Avehiclewas broken into in Mallings Drive, Bearsted. A vehicle parked in Windmill Heights, Bearsted,was broken into. Therewas an aempt to break into a home


in The Street, Bredhurst, and doors and win- dows were damaged. However, no access was gained. AHusqvarna lawnmowerwas taken from


the garage of a property in Scragged Oak Road, Detling. A transit van parked on a property in Murrain Drive, Downswood, has been bro- ken into and tools and other items were stolen.


included a 55m unrestricted parking bay to accommodate 16 vehicles along Upper Stone Street and white line edging to the right hand side of the carriageway to make the road look narrower. The centre carriageway lines would be removed. Option 2 included white line edging to both sides of the carriageway, centre carriageway line to be refreshed and widened and unrestricted parking still allowed. The cost would be £1,116.52. Option 3 would be to take no action. Cllr Cooke said that if the parish council preferred Option 1, he would consider funding 50% of the cost if the parish agreed to finance the other 50%. Thiswas agreed by members, subject to consultation with residents. Planning The chairman spoke regarding the planning application submied by Leeds Castle for Bael Hall and the objections raised by the parish council regarding the location of the car park. He and the vice-chairman had met with the estate and project director of Leeds Castle who had stated that they would change the location of the car park. To date, no revised application had been submied to Maidstone Council and therefore the parish council’s objections still stood, the clerk would write to Leeds Castle to establish the current situation. MaintenanceA quotation to lier pick Burberry Lane for £50 and Penfold Hill for £75was approved. The chairman commented that the parishwas looking good regarding vegetation and maintenance. Playing field and pavilion Itwas agreed to look at all possible funding options to secure a match funding grant of up to £10,000 for play area improvements from the borough council. Lier bin The clerk would liaise with Maidstone Council to see if it would install an additional lier bin at the playing field while replacing bins in the borough.


Otham


Police report Three crimeswere reported – theft of a motor vehicle in Otham Street, theft in Church Road and aempted burglary in Honey Lane. Road noise Cllr Gary Cooke said that the resurfaced stretch of White Horse Lane reported as noisy had been inspected by Kent Highway Services, who did not agree that itwas any noisier as it was the same surfacing as elsewhere. Cllr Cooke would ask again about the large chippings that were being used. Bus shelter Maidstone Council had started clearing the undergrowth and planned to jetwash thisweek. RemembranceA donation of £40 would be


made for the wreath. Village hall Cllrs Gray and Hipkins volunteered to paint windows in the hall. The Village Hall Commiee would explore funding opportunities with Cllr Cooke’s You Decide event on Saturday, December 10. The parish council would consider a donation if there was a shortfall. Village green access Further to the fun day organised by the pre-school, Cllr Drake requested that one or two of the verge posts be replaced with removable ones. As the pre-schoolwas requested not to allow parking on the green, the clerkwas requested to write to ask why this happened.


Neighbourhood plan Cllr Gray had delayed contacting volunteers due to the current uncertainty caused by the examination of the Local Plan. An article would be replaced in the Ragstone newsleer explaining the situation and clarifying that once a decision has been made by the inspector, volunteers would be required. Floodlights Bearsted FC had applied for a variation of condition regarding installation of six floodlighting columns. The parish council objected due to the disturbance that would be caused to the residents living in the immediate vicinity of the grounds. Christmas Carols December 11 had been agreed, with the time subject to confirmation by the choir.


Ulcombe


New councillor Rachel Robinsonwas co- opted on to the council. Police report Therewas one crime reported in the month before the meeting. DrainageA leer had been received from a resident about drainage inWilliam Post Lane and the burning of rubbish at Neverend Farm. Itwas agreed to forward these details to planning enforcement and to contact Kent Highways in relation to the ditch.


Recreation play area The monthly inspection had found a tear to thewet pour by the seesaw and the basketball hoop needed repair. The clerkwas to obtain quotes. Highways Potholes near Peckham Farm and Talebury Lanewere to be reported to Kent Highways. An installation date for the speed counters in the Lenham Road would be chased. Harrow pub Itwas agreed that the council broadlywelcomed the plan to bring the pub back into the community but would not wish to comment further until additional planswere made available.
