Feedback from the event had been good, and next year there would be more focus on publicity. Cllr David Ardley suggested leer drops. Crime report PCSO Thomas Maybank reported the following incidents: two cases of criminal damage; anti-social behaviour and two cases of a nuisance vehicle. Clerk’s report The clerk had received a more competitive insurance quotation and it was agreed to accept it. The clerk would advise the company that the insurance value of the pavilion and the streetlights needed to be increased in line with internal auditors. School places County Cllr Jenny While was to aend a meeting regarding the allocation of school places. She planned to voice her concerns over the implications for building new homes opposite Godfrey House, Eyhorne Street and the lack of space at the village school. Fete report The hog roast and band had been booked and quotes obtained. Cllr Cobbewas concerned about the ability of the band to play sixties music, but Cllr Bedwell assured him this had been covered. Cllr Susan Bauer asked whether the Gurkhas should be invited to the fete to collect money for their charity. Itwas agreed to do this. Classic car clubs had been invited to the fete. The clerkwas to invite MP Helen Whately to open the fete and judge the fancy dress and best stall competition. CllrWardwas to contact a cabaret dance troupe whichwas interested in aending. Off-road bikesA huge number of events had taken place causing disruption and problems to residents. Cllr Benne said dust raised meant drivers might not be able to see pedestrians, which could result in a fatality. The trackwas just 10m from Greenway Court Road, which has a 60mph speed limit. An enforcement noticewas issued last year to remove the lumps, bumps and containers by October 2014, but very lile had been done. The landowner had tried to block gaps to stop entry to the land but motorcyclistswere still geing through. Cllr Bedwell suggested that the council contact the chief executive of Maidstone Council about resolving the issue. Cllr Daphne Parvin had agreed to do this and had suggested publicising the nuisance via the local media. Twinning Cllr Bedwell had the claret jug to engrave for the golf tournament. The first 100 visitors from Templeuve would arrive at 10am on the day of the fete with
more arriving an hour later. About 50 visitors would join the ramblers club for a two-hourwalk on the Downs. The next eventswere the TempleuveWitches and street music festival, Bastille Day and the golf tournament. In September there would be a Bowls and Boules day with supper at the Dog and Bear pub in Lenham. Financial report The year-end report had been received by the internal auditor. The accounts had improved but therewas still a deficit for the year which had to be reduced. Unfortunately the parish precept had to be increased by 50% per year to cover outgoings. Street lighting The clerk had received a new energy contract for the lighting which would save money. Itwas agreed to take up this offer.
Leeds
Elected Cllr John Govewas elected chairman for the forthcoming year with Cllr Bob China as vice-chairman. Vacancies Lesley Martin and Rayne Beale were co-opted onto the parish council to fill the vacancies. County report KCC Cllr Gary Cooke said hewas working with the school to assist with IT issues. He suggested there might be funding through his grant and that the parish council might also wish to consider assisting with funding. Members agreed that they would look favourably towards supporting a grant application should this be submied by the school. Congratulations Cllr Gill Fort was congratulated on her election to Maidstone Council. BypassA meeting had been held at Kingswood to discuss the bypass/relief road. This had been a positive meeting and KCC officerswere supportive. Cllr Gove suggested that when the relief roadwas in place the parish council could look to have the B-road declassified. Cllr Cooke said this might not benefit the B2163. LorryWatch/SpeedWatch Cllr Ian Bowles reported on the progress of LorryWatch. He now had a system in place for dealing with persistent offending HGVs using the B2163 and he confirmed that any informationwas now being followed up with KCC, the police and the HGV companies. The chairman thanked him for his work on this. Church car park The height barrier would be installed in the very near future. Playing field The football team currently using the playing field wished to hire it again for the next football season. Thiswas agreed by members. Lighting The LED lights had been installed and a complaint had been received from a resident. The chairman stated that the parish council needed to have a policy and direction with regards to its street lighting and this would be considered at the next meeting.
Lenham
Standing down Cllr Nigel Godfrey, who was standing down from the parish council,was thanked for his hard work over the past 20 years. Cllr Godfrey thanked fellow members for their support and gifts. Trust deed The chairman of the trustees of the community centre outlined the process
of establishing a new trust deed.A small commiee would be formed to progress the deed transfer. Police report Communitywarden Martin Sherwood asked that all non-emergency incidences be reported on 101. PCSO Boyd said patrols had been increased to deal with anti-social behaviour at theWilliam Pi field. Therewere now two PCSOs covering the parish on opposite shifts. Village handymanA resident suggested the need for a village handyman to keep up with maintenance work. The possibility of acquiring the allotment sitewas ongoing, subject to a planning application being granted. Car park Outstanding work at the Maidstone Road car park would be completed as soon as possible. Cllr John Bone offered to give technical advice regarding lighting requirements. Lime tree surgery The tree surgery had taken place. An application for permission to prune annually would be sent to Maidstone Council’s tree officer. The Paddock Developers of the Paddock had approached the council to discuss the removal of diseased trees at no cost to the parish on land between the Paddock and the community centre. Itwas resolved to accept the offer subject to clarification of removal, replacement and land use thereafter. Crime report Cllr Godfrey raised his concern that the BMX parkwas not being monitored by the police. He suggested the response of the hot spot team should be an agenda item on the next PPF meeting. He also requested that members commit to an overhaul of the CCTV system and an expensive upgrade. Quotes had been received for the upgrade and would be considered. Highways The road sign at Sandway near the crossroads had been moved back to the original position as requested. Relining of the Square would be undertaken by KCC. The owner of the overgrown hedge on the Headcorn Road near the crossroads at Sandway would be asked to cut it back. Rabbit control Itwas agreed to instruct Command Pest Control to undertake rabbit control at the cemetery. Community centre This continued to be a popular venue. Problems with the boiler had been resolved.
Ulcombe
SpeedWatch Volunteerswere still needed. More than 70 speeding vehicles had been reported and acted upon. Homes plan In response to concerns expressed by residents the parish council had objected to an outline planning application for 220 homes in Ulcombe Road, Headcorn. Residentswere also urged to make their own objections. Police report Two crimeswere reported. Therewere no calls of anti-social behaviour. Community warden Dawn Riach-Brown was pleased to report that issues with dog fouling had decreased. Fly-tipping had been reported in Pye Corner and Stickfast Lane. She outlined that structural changes within the communitywarden system had taken place and recruiting for further wardenswas underway.
