Warden’s report Communitywarden Liz Lova said there had been a number of thefts from cashpoints and pay points. She had intervened in cases of elderly residents being overcharged on utility bills and had negotiated substantial refunds. Repeated incidents of cars parking on the yellow zigzags in Lancet Lane had been reported to Maidstone Council. She had been made aware of a mobile home in Old Loose Hill with overhead cables to a nearby property and asked for the help of the parish council in contacting the owner. The clerk would take the maer forward. PCSO Dougie Muir had been appointed as the new PCSO for Loose. PlanningAmeeting had been arranged with Maidstone Council on the neighbourhood plan. The appointment of a consultant for stage two would be
confirmed.An applicationwas being made to Loose Amenities Association for extra funding. Parish meeting The annual parish meeting is onWednesday, April 15. Parishioners could arrive from 6.30pm for a 7pm start. Telephone kiosk The purchase of the red telephone kiosk from BT for £1was signed. The kiosk would be under the remit of the environment commiee who would be asked for ideas for its future use. Trees in theVillage The council agreed to enter the 2015 competition. Finance The amount due to Loose from the parish services scheme for 2015/16 would remain at £4,665 and would again be issued in two instalments. BonfireAbonfire had been left unaended on Brooksfields. Anyone using the field must advise the clerk in future.
Marden
Police report There had been four crimes since the last meeting – two dwelling burglaries, one criminal damage and a theft. There had been reports of anti social behaviour with some small fires – visits had been made to homes of offenders. Lier in the alleyway betweenWest End and Chantry Road had been cleaned up and the coniferwas to be cut back as itwas blocking light from the lamp post. PCSO Nicola Morriswas investigating installing CCTV. Youths had been found with drugs and leers sent to parents with PCSO details if theywanted a
visit.ASpeedWatch training date had been arranged. Libraries consultation The clerkwas asked to invite a library representative to aend the next meeting to discuss the future of Kent Libraries and clarification of a charitable trust. Public conveniences Due to family illness the refurbishment work had been delayed slightly. The clerkwas to order the hand soap and toilet roll dispensers for installation. Memorial hall roofAmeeting had been held with Mike Bull from Academy Consulting Solutions. Tenders could be advertised after consultation with the parish. The clerk had contacted Kent Association of Local Councils to inform it of the position. Quality scheme The Quality Parish Council scheme had been replaced with the Local CouncilAward scheme. Marden had now been awarded LCAS foundation level which replaces the quality status until January 2016. The clerk would look into what is
needed to apply later this year. Millwood Homes Several councillors met with representatives of Millwood Homes and borough Cllrs Annabelle Blackmore and David Burton to discuss section 106 payments to Marden Memorial Home and the parish
council.Ameeting would be set up with Maidstone Council’s legal department to discuss section 106 contributions in general. The Cockpit Several councillors met with Golding Homes and Maidstone Council to discuss the future of the play area. Golding Homes agreed to obtain clarification as to whether adoption of the sitewas possible.
Staplehurst
IT service Councillors accepted the quote of £420 from Arron Services for IT support for the parish office. Fishers Farm The council expressed concern about the split handling of the Bovis and Redrow sites at Fishers Farm and would write appropriately to Maidstone Council. The Grange Councillors agreed to a request from the owner of The Grange to present proposals at a future meeting for the site north of George Street and to thewest of Maidstone Road. The site had been rejected by Maidstone Council in the latest land call, was north of the railway line and outside the village envelope. Annual report Itwas agreed that the current format and length of the parish council annual report should be maintained. The aimwas to issue it at the start of June.

The council thanked him for his help. Meeting The parish council accepted an invitation from Broomfield and Kingswood Parish Council for a round table meeting of neighbouring parishes to discuss the possible Leeds/Langley bypass. War Memorial fieldAhundred thorn whips would be purchased to fill gaps in the hedge on the south side of the field at £34.80. Rabbit hole fillingwas costing £12 aweek – a total of £624 a year. The idea of rabbit fencing would be progressed. Car park The school had informed parents that the gates would be closed and the walking bus would start after the Easter holiday. The clerk had wrien to the head teacher stating the car parkwas not available. The clerk had contacted KCC Cllr Roger Gough, cabinet member for education and asked for his input on the situation. Bowhalls Those on thewaiting list had been shown the allotments by Cllr John Davis and taken them
up.Anew allotment holder had accepted the offer of a plot at The Harbour. BusesAwheelchair-bound parishioner had asked for parish council support for dropped kerbs to enable access to the bus stops atWarmlake crossroads. The clerk would contact Arriva for a meeting. Crime figures Four crimes had been reported – two burglaries in Lower Road and Headcorn Road, theft of rat poison in the High Street, aempted theft of a post box in East Suon Road. The new PCSOs would be introduced in a fewweeks after completing a mentoring period.
West Farleigh
Speed Itwas noted that the speed of traffic was an issue for pedestrians in Lower Road. Residents would be asked to supply details including the date, time, location and brief description, aswell as pictures if possible. Police report There had been one crime reported – the theft of a farm vehicle. Footpath KM21Ametal gate would be fied (towards Teston Lane), a wooden stile would be fied by the cricket ground and the stile on Church Lane would be left. Offered donations would be accepted, with the parish council paying any shortfall. Benches Cllr Merri had carried out the fixed asset survey around the village and had completed much of the maintenance work required. However, the double-sided bench by Smith’s Hall needed urgent work as some slatswere broken. Itwas agreed to buy the wood. Marquee The marquee had now been located and a resident had confirmed that theywere happy to keep it in their garage for the parish council. Donations The same donations as last year were made to the church for ground maintenance in the churchyard (£400) and West Farleigh Evergreens (£600). Meeting The annual parish meeting will be at 8pm on Monday, May 18 at the Good Intent, following the next full council meeting from 7pm to 7.45pm.
Yalding
Police maers PCSO Nicola Morris updated on two cases of burglary from a dwelling: Benover Road with money and jewellery stolen, the offender had been charged and remanded; MedwayAvenue with money stolen, due to CCTV evidence three men had been charged with two counts of burglary and one count of aempted burglary and were remanded to Maidstone Crown Court. Paddock Wood development The chairman briefed councillors on proposals for 1,000 homes in Paddock Wood and the possible knock-on effects to Yalding, including flooding and traffic. Itwas agreed to raise concerns with TunbridgeWells Council. Sign Itwas agreed that the new Yalding sign would be similar to the one on Claygate Road and the one at East Peckham with the Invicta sign on top. Dog mess The bannerswere being moved around the villages. They had been welcomed by residents and other parishes. Bollard The temporary shuers on the High Street vergeswere being damaged at the entrance to Oast Court. KCC would be asked for a bollard to be installed to match those on the opposite side of the road. Football The chairmanwas concerned about bad language during football matches at The Kintons. Yalding FCwerewell controlled but away teams could be a problem. The clerk would ask Kent FAto tell referees that The Kintons is a children’s play area and players’ language must be controlled. Vicar’s Picnic The organisers of the Vicar’s Picnic music festival would like to move the event to The Lees and the fishing club had agreed to the use of its land. Councillors agreed itwas acceptable to use council land for parking. ParkingAdiscussion took place about helping the fishing club with their parking problems and allowing limited access to their land for matches when dry.
