Valerie Underdown reported that Cllr Chris Webb had seen an ex-service Jeep with no number plates being driven in the village. Annual parish meeting Mark Bateson from the Kent History and Library Centre had agreed to give a historical presentation on the village, which would cost £83.50. This was agreed. Members also agreed to move the refreshment break from halfway through the meeting to the end to make it less disruptive. Cllr Peter Forknall agreed to bring some wine and CllrWard agreed to bring juice. Chart Hill Road Cllrs Forknall, Underdown, Webb and the clerk had met with Cllr Eric Hotson, whowas to arrange a meeting with Kent Highway Services and the parish council. Lilypie parking continued to be an issue and Cllr Underdown had received an anonymous complaint by phone. Cllr Waring suggested no action would be taken on complaints unless the complainant aended a parish council meeting or gave their contact details. Memorial Field footpath Cllrs Forknall, Underdown andWaring met with highways steward Gemma Ca and engineer Sue Laporte to find out which workswere proposed for the £10,065 quote. The councillors advised the parish council’s requirements andwerewaiting for a revised quote detailing the specific works. Itwas agreed that the parish council should seek some additional quotes once the quote from Kent Highway Serviceswas received. Speed bumpsAfter a complaint about speeding in the village and a request for speed bumps, members considered various options. As the roadwas a bus route a speed table would be required, whichwas expensive. Street lighting would also be required. Members thought a more affordable/effective option would be to erect some solar speed signs. The clerkwas asked to obtain some quotes for two speed signs. Pavilion fence Members considered the fence behind the pavilion and CllrWaring suggested a driven spile fence. Cllr Forknall had asked for a quote from Wright’s Fencing but this had not been received. CllrWaring agreed to obtain a quote from Yorke’s. Dog mess sign Itwas agreed to obtain a dog mess sign for the memorial field. Cllr Forknall would look again at its wording. Councillors’ reports CllrWaring said Garry Jameswas doing a very good job and appeared to be collecting lier from additional roads, whichwere not part of his remit. CllrWaring said he had cut the hedge on the village green earlier in the year. He said he had not cancelled football matches recently as itwas geing near the end of the season. He asked the clerk to arrange for the pitch to be rolled. Cllr Underdownwas to arrange for a flower display on the site of the recently-felled leylandii on the green. Cul de sac signs Cllr Eric Hotsonwas arranging for cul de sac signs to be installed at Marsham Crescent and MercerWay.


Coxheath


Housing needs The parish council sent a motion to the council for the borough’s housing target to be reduced. Section 106 funds The councilwas pressing for section 106 funds from the Clockhouse Farm planning permission to be spent on education and healthcare for Coxheath.

Neighbourhood plan Memberswere to meet officers from Maidstone Council to take the plan to independent examination. WebsiteAdelegated budget of £500was agreed to improve the parishwebsite. Twinning visit The parish councilwas to donate £250 towards a cultural visit by the Coxheath Twinning Association for when guests from La Sanguiniere visit in May.


East Farleigh


Crime report Crimes included a theft from a vehicle in the Lower Road area; a burglary in the Workhouse Lane area; two thefts by finding in the Lower Road area and Stocke Lane and a theft from a vehicle in Dean Street. Village car park The clerkwas asked to confirm with TripleMthat it had taken another look at the gravel situation.A resident raised the issue of locking and unlocking the car park. Councillors agreed to ask the school again to do it in term time. In the holidays, councillors would do it. The clerkwas asked to check if itwas an insurance requirement that it be locked daily and to draw up an Easter rota. Traffic issues Some members of the council had metMPHelen Grant to discuss speed and traffic issues and she had asked the council to write to her with their concerns.A draftwas agreed, whichwas sent, copying in KCC Cllr Paulina Stockell. Dog banAresident asked if dogswere to be allowed on the recreation field for special events such as the fete. Members reconsidered the reasons for banning dogs from the field and agreed that they should also be banned from events.


East Suon


Presentation Representatives fromDHA Planning and Croudace Portland gave a presentation on a proposal for eight properties at Highlands Kennels. After their departure, the parish council dediced itwas not in favour of the scheme because of its unsustainability. Leeds bypassArequest had been made by Kingswood and Broomfield Parish Council for a round table discussion by parish councils who would be affected by the possible Leeds bypass. East Suon would be willing to aend. Street lighting The clerk had requested a meeting with KCC lighting regarding repair times. Play area Cllr Graham Edmed would start repairs to the fence and arrange for overhanging branches to be cut back.


Headcorn


SpeedWatch Ulcombe Parish Council had asked to use the equipment belonging to Headcorn Parish Council. Itwas agreed that Ulcombe could use it oneweek a month, provided commercial vehicle volumeswere recorded. Quiz The special events groupwas planning another quiz to continue the fundraising for the Christmas lights. Playscheme groupAmeeting took place to begin planning for the summer scheme.A quotation from Playspacewas still awaited. As an alternative, a play leader could be employed and the scheme managed within the council. Itwas agreed to write to the local school to advertise the position.


Hunton


School Councillorswelcomed Herschel Santineer, chairman of governors at Hunton School, to the meeting. He reported that the schoolwas outperforming others in Kent and nationally.Anew middle school teacher would be joining after Easter. The governing bodywanted to build a beer relationship with the community andwas looking to improve the parking situation. Mr Santineer invited councillors to visit the school. Traffic The council had asked KCC to impose a 30mph limit through the village.A vehicle count and speed survey would first be required. KCC had agreed to install coloured blocks on the road inWest Street near to the bakery and South Lodge for traffic calming. SpeedWatch had recruited a new member and would be carrying out checks in the area. KCC Cllr Paulina Stockell would ask KCC to install an anti-skid surface at the boom of Hunton Hill after four accidents in 30 days. Kerbing Councillors gave the go-ahead for kerbing alongside the playing field onWest Street. KCC had agreed to fund half the cost. Footpath The footpath between the village hall and Bensted Close had been repaired by Cllr Heaton.Acontractorwas being sought to spray theweeds. Broadband Cllr Stanbridge would try to improve broadband provision in the village. Burglaries Therewere reports of two burglaries in the village in recentweeks. Residentswere asked to be extra vigilant and report any concerns to Huntonwatch or the police. Hall The village hallwas very busy with regular use by the pre-school and judo club, the spring music events and bookings for 17 weddings this year and next. Therewere plans to replace the curtains and blinds. Workwas to be undertaken to complete the levelling of the car park. Pavilion Construction of the new cricket pavilion at the King George V playing field waswell underway. The foundations had been laid and thewalls erected. The roof should be on and the buildingwas due to be watertight and ready to be fied internally. During the next few months there would be working parties mostweekends and offers of help would be greatly appreciated. The pavilion would be used by the whole village, not only the cricket club. Itwas hoped to hold the official opening at the village fete in June.


Langley


Awards Communitywarden Dawn Riach Brownwas congratulated on gaining two awards – a High Sheriff of Kent award and a KCC chairman’s commendation award. Trust ThePMCquote for £960 for work geing the Langley Amenity Trust up and runningwas approved. Police report There had been three crimes reported in the previous fewweeks – a burglary at Heathfield, a car taken from Horseshoes Lane and a motorcycle stolen from Green Lane. The new PCSO would arrange to meet the council. Village hallAnew quote had been obtained for repairs – down from £1,300 to £700.A grant for the village hall car park had been agreed but itwas not known when the money would be received. Therewere four vacancies on the commiee. The toddler group had closed.
