Shepherdstown Public Library Celebrates Completion of Site Cleanup WVDEP Certificate of Completion Received in December 15
A Certifi cate of Completion for the site of the new Shepherdstown Public Library has been issued by the West Virginia Department of Environmental Protection, according to an announcement made by the library board’s president Libby Sturm. “The transformation of the former Shepherdstown dump site into exciting new clean space is now complete and offi cial,” said Sturm. “Patrick Kirby, director of

throughout the reclamation project,” said library director
Hali Taylor. “Mr. Kirby was instrumental in helping the library to secure the necessary grant
funding to perform
remediation of the brownfi eld site and expertly guiding the library through the land reclamation process while providing the community with the opportunity for adaptive salvage of unusable property. Of the
site remediation
project, Kirby says, “As an early investor in the Shepherdstown Library Project, what was clear was the vision,
drive, and
inevitable success of the project. I know that along the way success rarely feels inevitable.
Even with the WVDEP’s sign-off on the Certifi cate of Completion for cleanup of the site, there is much work to be done prior to project completion,” said Kirby. “However, the library board, the community, the volunteers, and
the project
partners have not wavered in their commitment to a world class Library and Community Resource Center for the residents of Shepherdstown and Jefferson County.”
The library board had determined that the 2,000-square-foot Market House at the corner of King and German streets is inadequate
to meet the current needs of the Shepherdstown community and Jefferson County area the library has an obligation to serve. According
to Taylor,
the search performed by the library’s board of trustees in selecting a library site to enable it to expand services was exhaustive. Over a number of years, several locations within the town’s boundary were investigated but ultimately ruled out. It was determined that the renovation costs associated with those structures available at the time the search was conducted would be cost prohibitive, and the parking
issue within the town proper would remain unresolved. In 2007, the Town Council of Shepherdstown and Jefferson County Development Authority conferred the 4.5 acres of “brownfi eld” land located off Route 480 as a site for the new library provided the land would be remediated for safe and clean public use. “And, now it is,” said Taylor.
